Why system is booting into multi-user.target when default target is set to graphical.target?

Despite default target is set to ​<code>​graphical.target​</code>​, system is showing text login screen.

Enable the <code>gdm.service</code> and reboot the server.

The ​<code>​gdm.service​</code>​ was disabled on the system. So systemd leading boot process to multi-user.target.
