Zuo Li, female, Han ethnicity, born in July 1967, from Jiaohe, Jilin Province. He joined the Communist Party of China in December 1988. He started his career in August 1989. He holds a Bachelor of Laws degree from Peking University and a Master of Laws degree from the Chinese Academy of Social Sciences.

He once served as a cadre and deputy director of the Department of Laws and Regulations for Agriculture, Forestry and Urban Construction of the Legislative Affairs Bureau of the State Council; the director and deputy director of the Department of Agricultural Resources and Environmental Protection of the Legislative Affairs Office of the State Council; the director of the Department of Environmental Protection of Agriculture, Forestry and Urban Construction Resources and Environmental Protection of the Legislative Affairs Office of the State Council; the director of the Administrative Department (Research Department and Personnel Department) of the Secretary of the Legislative Affairs Office of the State Council; the deputy secretary of the party committee of the organ; and the director of the Secretariat of the Central Office for Governing the Country according to Law;

He is currently vice minister of justice, member of the party group, and director of the Secretariat of the Central Office for Governing the Country according to Law.
