From October 27 to 29, Li Xiaopeng, Minister of Transport, went to Chengdu City, Sichuan Province, Xiaojin County, Aba Tibetan and Qiang Autonomous Prefecture and other places to conduct research on the work of the ministry's designated help. During the investigation, Peng Qinghua, secretary of the Sichuan Provincial Party Committee, and Li Xiaopeng exchanged views on promoting the pilot project of building a transportation power and serving the national regional development strategy. Li Xiaopeng stressed that it is necessary to deeply study and implement the spirit of General Secretary Xi Jinping's important instructions on consolidating and expanding the achievements in poverty alleviation and the effective connection between rural revitalization and the spirit of the keynote speech at the opening ceremony of the Second United Nations Global Conference on Sustainable Transport, serve to build a new development pattern, continue to struggle to do a good job in the new era of fixed-point assistance to Xiaojin, Heishui, Langtang and Seda counties, strive to promote rural revitalization to achieve new results, and accelerate the construction of a transportation power.
On the morning of the 28th, Li Xiaopeng learned about the construction of the "Four Good Rural Roads" in The Mulan Village of Wori Town, Xiaojin County, on the spot; subsequently, he attended the forum on the work of the Ministry of Designated Assistance.
Li Xiaopeng stressed that General Secretary Xi Jinping's series of important speeches and instructions provide fundamental guidelines for doing a good job in the "three rural areas" work in the new era and comprehensively promoting rural revitalization. We must study and comprehend in depth, earnestly grasp the implementation, effectively enhance ideological consciousness, political consciousness, and action consciousness, and take greater efforts and more practical measures to consolidate and expand the results of poverty alleviation and rural revitalization, and work together to promote the high-quality economic and social development of the four counties.
Li Xiaopeng pointed out that under the unremitting efforts and tenacious struggle of the vast number of cadres and masses in the four counties, the four counties have successively achieved poverty alleviation in 2018 and 2019. After nearly two years of consolidation and upgrading, the economic and social development of the four counties and the production and living conditions of the masses have been greatly improved. At the same time, we must soberly realize that the four counties were originally deeply impoverished areas, and the three counties of Heishui, Langtang, and Seda have been identified as the key counties for the revitalization of the national rural areas, and the overall development foundation is still relatively weak. In accordance with the decision-making and deployment of the Party Central Committee and the State Council, we should continue to do a good job in the work of designated assistance and promote common prosperity.
First, in accordance with the requirements of the "four non-picking" work, we must consolidate and expand the results of poverty alleviation, and resolutely adhere to the bottom line of not returning to poverty on a large scale. Implement a dynamic monitoring and support mechanism to prevent returning to poverty, take multiple measures to promote stable employment, continue to do a good job in the follow-up support of relocation, and strengthen poverty alleviation asset management.
Second, based on resource endowments, we must comprehensively promote the effective path of rural revitalization, pay attention to highlighting key points, classifying policies, and leading typical roads, and comprehensively promote the "five major revitalizations" of industry, talent, culture, ecology, and organization. Cultivate and expand characteristic industries, vigorously implement rural construction actions, strengthen the construction of ecological civilization, accelerate the integration of urban and rural development, and continue to improve rural governance.
Third, we must unite the efforts of all parties to promote the targeted assistance to achieve greater results. The four counties should conscientiously implement their territorial responsibilities and main responsibilities to ensure that all deployments are effective. Aba Prefecture and Ganzi Prefecture should earnestly strengthen the guidance of the work of the four counties, coordinate and solve practical difficulties and problems, and supervise the consolidation of responsibilities, the implementation of tasks, and the connection.
Li Xiaopeng stressed that the Ministry will, as always, do a good job in the work of designated assistance, and carry out seven major assistance actions in the "14th Five-Year Plan" period, such as transportation upgrading, industrial revitalization, ecological revitalization, talent revitalization, cultural revitalization, organizational revitalization, and consumer assistance and social mobilization. Continue to follow the principles of project priority arrangement, capital priority guarantee, priority implementation of measures, and priority docking of work, vigorously support the construction of transportation infrastructure in the four counties, support the four counties to create pilot demonstrations, enhance the "transportation +" integration development capabilities, and help the four counties accelerate the completion of the shortcomings of transportation development.
During the investigation, Li Xiaopeng also paid condolences to the cadres designated by the ministry to help and support the cadres on temporary duty.
Wang Zhiqing, vice minister of the Ministry of Transport, presided over the forum, participated in the condolences, and led the team to Heishui, Hongyuan, Langtang and Seda Counties for research.
