According to the "Interim Provisions on Implementing the Accountability of Party and Government Leading Cadres", the methods of accountability for party and government leading cadres are divided into: ordering a public apology, suspending them for inspection, resigning with blame, ordering them to resign, and removing them from office.
Party and government leading cadres who resign, order their resignation, or are removed from their posts must not re-assume leadership positions equivalent to their original posts within one year. For party and government leading cadres who resign, order their resignation, or dismiss them, the party committee (party group) and the government may arrange appropriate posts or corresponding work tasks as appropriate in accordance with the cadre's management authority on the basis of the needs of the work and their consistent performance and strengths.
It is not only Liu Changlong who needs to be held responsible.
According to the results of the investigation team of the State Council Changchun Changsheng on the illegal production of rabies vaccine, the Standing Committee of the Jilin Provincial CPC Committee studied and decided to order Lu Feng, vice mayor of Changchun City and director of the Changchun Municipal Public Security Bureau, to conduct an in-depth inspection of the Jilin Provincial CPC Committee, the Provincial Government, and the Changchun Municipal CPC Committee and Municipal Government.
At the level of the Municipal Food and Drug Administration, Director Tang Ruodi, Deputy Director Zhang Wenge, Director of the Catering Service Supervision Department Zhou Fuyun, and Deputy Director of the Hi-Tech Zone Branch Yu Baichuan were dismissed; Chen Tie, director of the Hi-Tech Zone Bureau, was ordered to resign.

On August 28, Changchun City held a meeting of the city's leading cadres, and Wang Junzheng, secretary of the Changchun Municipal CPC Committee, used harsh wording, resolutely adjusting a batch of cadres who did not take responsibility and did not act, and seriously dealing with a group of cadres who violated discipline regulations. Those who engage in "digital political achievements" and "false political achievements," hoodwink the masses, and deceive their superiors will be seriously investigated and dealt with and will never be tolerated.
Shortly after the end of this great rectification, on November 2, Changchun City held a meeting of leading cadres of the whole city, and Wang Kai, member of the Standing Committee of the Jilin Provincial CPC Committee and director of the Organization Department, announced that the central and provincial party committees had decided that Liu Xin would be appointed as a member, standing committee member, and deputy secretary of the Changchun Municipal CPC Committee and nominated as a candidate for mayor of Changchun City.

Liu Xin, born in January 1965, a native of Xi'an, Shaanxi Province, graduated from Harbin Engineering University with a doctorate in navigation, guidance and control.
Zheng Zhijun noticed that before taking up his new post, Liu Xin had never left Heilongjiang at work.
In his early years, he worked at Harbin Engineering University, served as deputy director of the foreign affairs office of HIT, director of the president's office, etc. After leaving the school, he went through many positions such as the mayor of Harbin Pingfang District, the secretary of the Pingfang District Party Committee, the mayor of Mudanjiang, and the secretary of the Mudanjiang Municipal Party Committee.
In January 2018, Liu Xin took office as vice governor of Heilongjiang Province, and in November he was transferred to Changchun, Jilin Province, becoming the acting mayor of a sub-provincial city.
Although Changchun has been in the headlines recently, among the 15 sub-provincial cities, Changchun is not high-profile, and in the media's pen, Changchun has "long lacked a sense of presence in the northeast".
In September this year, Xi Jinping held a symposium on promoting the revitalization of the northeast during his inspection of the three eastern provinces, at which Xi Jinping stressed that "the northeast region is an important industrial and agricultural base in China, and it is very important to maintain the strategic position of national defense security, food security, ecological security, energy security and industrial security, which is related to the overall situation of national development." ”

In the first half of this year, Changchun's GDP reached 297.3 billion, an increase of 7.4%, 0.6 percentage points higher than the national growth rate, while the other three sub-provincial cities in the northeast, Shenyang, Dalian and Harbin, did not reach the national average.
Wang Lu introduced that Changchun's total economic volume and growth rate have achieved a leading position, and among the 15 sub-provincial cities, the total amount has risen from the past 14th to 12th, and the growth rate has risen from 13th to 4th in the past.

FAW is the industrial lifeblood of Changchun City, and there is a saying that if FAW sneezes, Changchun will catch a cold.
