In 1947, Cao Pengsheng was assigned to the 9th Column of the Northeast Democratic Coalition Army to engage in cultural propaganda work. In November 1948, the 9th Column was renamed the 46th Army, Zhan Caifang and Li Zhongquan were appointed as military and political commanders, and Cao Pengsheng's department was reorganized into the 138th Division of the 46th Army.
The 46th Army was one of the main forces of Siye, and made many meritorious achievements in the Battles of Pingjin, Changsha, Hengbao, and Xiangxi Bandits, and 11 famous battle heroes such as Tian Guangwen and Ji Shixin emerged, and nearly 10,000 heroic figures such as Ma Yuchen and Su Xuefu, second-class combat heroes, appeared.

In the early days of the founding of the People's Republic of China, Cao Pengsheng served as a security officer of the 412th Regiment of the 138th Division of the 46th Army. In the years that followed, Cao Qiansheng lived in battle in the 46th Army for a long time. By 1983, Cao Pengsheng was already the political commissar of the 46th Army and the last political commissar, with Xu Sheng as his partner.
After many years of experience in the field army, Cao Pengsheng has become a senior general of the military and government and cultivation type, and attaches great importance to the training of young cadres. Soon after Cao Pengsheng became the political commissar of the 46th Army, he assisted Xu Sheng in carrying out the training of military cadres.

In this context, the 46th Army, which has a relatively young military history, was abolished, and Xu Sheng was appointed as the director of the Logistics Department of the Jinan Military Region, and Cao Pengsheng was appointed as the political commissar of the Shandong Provincial Military Region.

Although Cao Pengsheng left the field troops, he could make immortal achievements on the poverty alleviation front: in a short period of time, he solved the livelihood problems of more than 28,000 old revolutionaries in the old revolutionary areas.
Cao Pengsheng's outstanding achievements on the poverty alleviation front were highly praised by Chi Haotian, then political commissar of the Jinan Military Region, and he personally wrote more than 500 words of affectionate instructions for him.

In November 1992, Liu Jingsong, then commander of the Shenyang Military Region, took over as Fu Quanyou, who was transferred to the General Logistics Department, to take charge of the Lanzhou Military Region.
After that, Cao Pengsheng partnered with Liu Jingsong for more than three years until he retired in January 1996. During this period, Cao Pengsheng was promoted to the rank of general in May 1994.
