Hu Wenzhe, a cadre who aided Tibet: Use science and technology to promote the construction of first-class border customs in the modernization of Lhasa Customs

In August 2013, shouldering the heavy trust of Shanghai Customs, Hu Wenzhe came to the snowy plateau from the banks of the Huangpu River and was appointed deputy director of the Lhasa Customs Technical Department.

During the period of aiding Tibet, Hu Wenzhe always set strict demands on himself according to the standards of a qualified Communist Party member and cadre aiding Tibet, composed a song of youth praise for the customs people in Lhasa with selfless dedication, and practiced the mission and responsibility of a cadre aiding Tibet with loyalty and no regrets.

Soon after taking office, Hu Wenzhe was given the task of compiling a scientific and technological work plan for Lhasa Customs.

In order to make the plan fully meet the work needs of Lhasa Customs, Hu Wenzhe took the initiative to go to the customs and ports under Nelam, Shigatse, Jilong and other subordinate customs and ports, with a total journey of more than 2,000 kilometers, to deeply understand the difficulties and prominent contradictions in the application of science and technology at the grass-roots level, to understand the overall situation of scientific and technological work in Lhasa Customs Area, and to grasp the work demands of front-line customs police officers.

After returning to the unit, Hu Wenzhe, as the main author, compiled the "Lhasa Customs Science and Technology Work Development Plan (2014-2016)", based on the basic status quo of Lhasa Customs science and technology work, analyzed the situation and challenges facing customs science and technology work from the perspective of supporting the development of Tibet, the reform of customs business, and the construction of first-class border customs in Lhasa Customs, clarified the overall ideas and development goals of Lhasa Customs' scientific and technological development in the next stage, and put forward 13 key tasks and 5 safeguard measures.

In the past three years, it is a key stage for the national customs to further promote the construction of the second phase of the Golden Customs Project. In the Lhasa Customs General Customs Machine Room Renovation Project, Hu Wenzhe actively promoted the project construction, overcame difficulties such as insufficient professional knowledge, actively sought the support of the General Administration of Customs and the dispatched units, understood and mastered the basic knowledge of the construction of the computer room in a relatively short period of time, and contacted a number of units with rich construction experience for preliminary design of the program, and strived to design the program to meet the development trend of science and technology, but also in line with the actual needs of Lhasa Customs, after comparing multiple programs, finally determined the distribution of dual-way redundancy, the use of high energy efficiency modular UPS 3. Feasibility schemes such as cabinet cold aisle sealing.

During this period, Hu Wenzhe actively reflected the special situation and difficulties of Lhasa Customs to the Science and Technology Department of the General Administration of Customs and various relevant departments, sought support from all parties, and finally won part of the funds in the original budget approval, ensuring the successful completion of the construction of the second phase of the Lhasa Customs Golden Customs Project.

Hu Wenzhe knows very well that in order to promote the construction of first-class border customs in the modernization of Lhasa Customs, science and technology must come first.

At the beginning of the aid to Tibet, according to the characteristics of Lhasa Customs, Hu Wenzhe introduced the industry's more advanced cross-platform remote application release and virtualization desktop technology, and on the basis of the original phase I function, realized the real-time operation of the application support for PCs and various intelligent terminals, government affairs documents, and existing application systems, further expanding the coverage of mobile office and improving office efficiency.

In view of the lack of infrastructure and technical human resources of Lhasa Customs Information System, Hu Wenzhe actively advocated and organized the construction of the Lhasa Customs Server Virtualization Basic Platform, which effectively improved the efficiency of information resource utilization.

In the process of building the Lhasa Customs Border People's Mutual Market Trade Management Information System, Hu Wenzhe proposed to develop a supporting application system through in-depth research in the early stage to improve the management level of the business by innovative scientific and technological means. It also took the initiative to seek support, which promoted the exchange and cooperation between the science and technology departments of Shanghai Customs and Lhasa Customs, and signed a memorandum of cooperation between the customs of the two sides on the construction of the project. At the same time, it actively assists business departments in compiling and refining business needs, coordinates relevant departments to conduct business discussions, deeply integrates technology and business, and finally realizes the smooth online operation of the system at various border ports in Lhasa Customs District.
