Zhang Zhiyong, vice chairman of the Huai'an Municipal Committee of the Chinese People's Political Consultative Conference and chairman of the Municipal Federation of Trade Unions, said that the "Opinions" were jointly issued by the Office of the Joint Conference on the Construction and Reform of the Industrial Worker Contingent in the New Era and the Taiwan Affairs Office of the Huai'an Municipal People's Government, which will play an important role in creating a high-quality industrial worker team and promoting the high-quality development of the Huai'an Taiwan-funded Agglomeration Demonstration Zone.
It is understood that in the "5 + 10" project, "5" refers to the implementation of five actions such as the strong foundation soul casting action, the skill forging action, the care and warm heart action, the harmonious co-construction action, and the coordinated promotion action; "10" refers to ten specific measures such as deepening the joint construction of party workers, increasing the intensity of training subsidies, establishing a reward mechanism for skilled personnel, and strengthening the investment in staff education.

The "Opinions" also pointed out that a reward mechanism for skilled talents will be established, and 10 "Huai'an craftsmen" will be selected every two years, and the municipal finance will give a reward of 10,000 yuan; the construction of high-skilled talent training carriers will be selected, and 5 "Huai'an Skill Master Studios" will be selected every year, and a one-time post allowance of 10,000 yuan and 40,000 yuan of studio construction funds will be given; the General Manager of Huai'an City will select "Exemplary Labor Model Innovation Studios" every year, and 20,000 yuan of project awards will be given respectively, and so on.
