"After on-site investigation, the dumping site of the hazardous waste (waste paint barrel) is located about 1500 meters in the secondary protection area upstream of the Minjiang Water Plant in Chengdu, and the dumping point is about 60 meters away from the bank of the Jinma River. The types of dumping are curing agents, thinners, wood paint and other waste paint packaging barrels, and at the same time, some traces of paint barrels after being burned were found at the site. According to Article 1 of the Interpretation of the Supreme People's Court and the Supreme People's Procuratorate on Several Issues Concerning the Application of Law in handling Criminal Cases of Environmental Pollution, the implementation of the acts provided for in Article 338 of the Criminal Law shall be deemed to be "serious pollution of the environment" if there are circumstances of "illegal discharge, dumping and disposal of more than three tons of hazardous waste".
