Among them, a total of 1539 batches of plant seeds and seedlings were intercepted at the Shanghai Travel Postal Inspection Port.

According to the analysis, the illegal mailing and import of plant seeds and seedlings intercepted at the Shanghai Travel Postal Inspection Port were mainly intercepted from the airport (accounting for 64%), followed by the postal port (accounting for 20%) and the private container by sea (15%), and a small number of passengers entering the country from cruise ships. These plant seeds and seedlings are mainly from Japan, South Korea, the United States, Australia, Europe, Central and South Asia and other countries and regions, mainly succulents, as well as cactus, euphorbia, air bromeliads and other endangered plants.

Many people try to obtain plant seeds and seedlings from abroad for the purpose of interest and collection, but once these creatures enter the country, they will have endless troubles. Cao Mingbin, head of the mail section of the Shanghai Railway Inspection and Quarantine Bureau, told reporters that in this year's "Green Bud" special operation, the Shanghai Travel Postal Inspection Port detected a total of 1290 batches of epidemic diseases and 10 kinds of quarantine pests in the intercepted plant propagation materials, such as northern root-knot nematodes, disabled short-body nematodes, puncture short-body nematodes, rotten stem nematodes, false sorghum, wheat Indian smut fungus, etc. Among them, fig cystic cyst nematode and Baker's sword nematode were intercepted for the first time in China; vermilion red short-body nematode and Spanish root-knot nematode were intercepted for the first time at Shanghai port. If these pests enter the country, there is a great risk of spreading the epidemic in our country. For example, Baker's sword nematode, listed in China's "List of Quarantine Pests of Imported Plants", can parasitize plant roots, affect the growth of roots, and even cause root enlargement or necrosis, it is also the transmission medium of Arabidopsis cauliflower virus, which can infect about 215 species of plants, seriously endangering vegetables, flowers, trees and other cash crops. Another example is the wheat seed in the Australian lavender bear filling, the germination rate is very high, may contain a variety of overseas wheat diseases, once spread, may lead to a large number of crops in China's crop yield reduction.

Passengers who want to import plant seeds, seedlings, bulbs, branches and other propagating materials for planting from abroad should go to the agricultural or forestry department in advance to go through the quarantine approval procedures for the introduction of seeds, and must have a quarantine certificate issued by the official quarantine agency of the exporting country or region. According to China's "Regulations on the Implementation of the Law on the Quarantine of Animals and Plants Entering and Leaving china", those who carry or mail plant seeds and seedlings and other propagating materials into the country and fail to go through the quarantine examination and approval procedures in accordance with the law shall be returned or destroyed by the animal and plant quarantine authorities at the port. Those who fail to report for inspection or fail to go through quarantine examination and approval procedures in accordance with the law or fail to carry out quarantine examination and approval shall be fined not more than 5,000 yuan by the animal and plant quarantine authority at the port.
