1. Scope of the Call for Entries
Topic 1: Daystar (Category A)
Execution period:
1 July 2021 to 30 June 2024.
Amount of funding:
Fixed subsidy, each subsidy amount of 400,000 yuan.
Requirements for reporting entities:
The project undertaking unit shall be a scientific research unit such as a university in Shanghai, a scientific research institute (including a new type of research and development institution).
Project Leader Requirements:
The project leader should be under 35 years of age (born on or after January 1, 1986) and should have a doctorate degree.
Topic 2: Daystar (Category B)
The project undertaking unit should be an enterprise in Shanghai.
The project leader should be under 35 years of age (born on or after January 1, 1986) and should have a master's degree or above.
Topic 3: Daystar (Category C)
The project undertaking unit should be an enterprise in Shanghai. The applicant should be a scientific and technological personnel in Shanghai universities and scientific research institutes, who need to participate in the research and development of enterprise projects, have a good basis for cooperation with enterprises, and declare with the enterprise as the undertaking unit.
II. Reporting Requirements
In addition to meeting the appropriate conditions described above, the following requirements must be followed:

The project declaration unit shall be an independent legal person unit registered in the city and have the corresponding ability to organize the implementation of the project.

Where the research content has been supported by financial funds, it shall not be declared repeatedly.

All reporting units and project participants shall abide by the scientific research ethics guidelines, comply with the relevant laws and regulations on the management of human genetic resources, and meet the requirements for scientific research integrity management. The project leader shall promise the authenticity of the materials submitted, and the reporting unit shall be responsible for the applicant's application qualifications, and review the authenticity and completeness of the application materials, and shall not submit a project application with confidential content.

If the application for recusal experts is submitted for a declared project, the list and reasons for the recusal experts shall be submitted by the reporting unit in an official letter at the same time as submitting the feasibility plan of the project.

Those who have undertaken 2 or more projects under research in the Science and Technology Program of the Municipal Science and Technology Commission as the project leader shall not declare as the project leader.

In order to improve the quality of the declared projects, the 2021 Daystar Plan implements unit selection and merit-based declaration.
Category a: The number of project applications and declaration precautions recommended by each unit on the basis of merit will be notified separately.
Categories b and c: Each district organizes its own selection, and the merit is uniformly declared to the Municipal Science and Technology Commission, and the enterprise applicant must be recommended for declaration after review and selection by the district science and technology commission.

The following personnel are not within the scope of declaration: those who have been selected into the national talent plan and various talent plans in the city, and are still in the support period.

Each project applicant is limited to 1 item.
3. Methods of declaration
The project declaration is made online and there is no need to send paper materials. The applicant enters the declaration page through the "China Shanghai" portal (http://www.sh.gov.cn) - government services - click "Shanghai Municipal Financial Science and Technology Investment Information Management Platform", or directly through the domain name http://czkj.sheic.org.cn/ to enter the declaration page:
【Account Registration】Go to the registration page for unit registration, and then register the declared account (the unit registration needs to be verified by using "Legal Person One Certificate");
【Initial filling】Use the declaration account to log in to the system, transfer to the declaration guide page, click the corresponding guide topic, complete the "Shanghai Technology" user account binding according to the prompts, and then declare the project;
【Continue to fill in】After logging in to the registered declaration account and password, continue to fill in the project.

The starting time for online reporting of the project is 9:00 on February 7, 2021, and the deadline (including the online review and submission of the reporting unit) is 16:30 on March 2, 2021.
4. Judging methods
Adopt the first round of communication review and the second round of meeting review.
5. Announcement of project establishment
The Shanghai Municipal Science and Technology Commission will announce the list of proposed projects to the public and accept public objections.
