The 13th National Congress of the Communist Party of China was held in Beijing
From October 25 to November 1, 1987, the 13th National Congress of the Communist Party of China was held in Beijing. The congress systematically expounded the theory on the primary stage of socialism, pointing out: Correctly understanding the historical stage in which our society is now located is the most important issue in building socialism with Chinese characteristics and the basic basis for us to formulate and implement a correct line and policy. The fact that our country is in the primary stage of socialism has two meanings: first, our society is already a socialist society; we must persist in it and cannot leave socialism; second, our socialist society is still in its primary stage, and we must proceed from this reality and not transcend this stage. The party's basic line in the initial stage of socialism is: to lead and unite the people of all nationalities throughout the country, to take economic construction as the center, to adhere to the four cardinal principles, to persist in reform and opening up, to rely on ourselves, to work hard to start a business, and to strive to build our country into a prosperous, strong, democratic, and civilized modern socialist country. The congress set a three-step strategic plan for economic development: First, to double the gross national product compared with 1980 and solve the problem of food and clothing for the people; second, by the end of the 20th century, to double the gross national product and bring the people's living standards to a well-off level; third, by the middle of the 21 st century, the per capita gross national product will reach the level of a moderately developed country, the people's living standards will be relatively prosperous, and modernization will be basically realized. On November 2, the First Plenary Session of the 13th Central Committee of the Communist Party of China elected Zhao Ziyang, Li Peng, Qiao Shi, Hu Qili, and Yao Yilin as members of the Standing Committee of the Political Bureau of the CPC Central Committee, zhao Ziyang as general secretary of the Central Committee, deng Xiaoping as chairman of the Central Military Commission, Chen Yun as director of the Central Advisory Committee, and Qiao Shi as secretary of the Central Commission for Discipline Inspection.
