"A moment cannot be separated from the masses", this is the inscription of Chairman Mao on the award certificate given to him by Ma Xiwu, president of the Longdong Branch of the Shaanxi-Gansu-Ningxia Border District High Court, at a meeting of senior cadres of the Northwest Bureau in January 1943; "You are a tree that grows out of the soil of the masses", this is a sentence in the elegy published in the People's Daily on April 11, 1962, when Xie Jueya mourned Ma Xiwu, who was already vice president of the Supreme People's Court.

Qianshan, known as the "Pearl of Northeast China", has a total of 999 peaks, some people say that Teng Qigang is the thousandth peak; others say that he is more like a big tree at the foot of a thousand mountains, deeply rooted in the soil, standing tall, leafy, thick shade.
The "Teng's Mediation Law" has convinced the people of Qianshan

In front of me was a 70-year-old grandmother, asking for a case, nothing, sitting in front of President Teng and began to talk, President Teng always smiled and listened to the grandmother's long, illogical narration, and finally President Teng actually wrote a complaint for the old man, and also helped the old man apply for a reduction in legal fees, and the old man was almost moved to kneel for President Teng.
When it was my turn to take my case, President Teng's first words were: "This old Li, is there money and no place to spend, what lawyer is so difficult to hire at home, I said to help him mediate and mediate." Also influenced by Teng Qigang is a young man, in 2011, Wang Bicheng, who was selected and transferred from the Organization Department of the Liaoning Provincial Party Committee, was assigned to work in the Qianshan Court, and he saw Ma Xiwu's figure from Teng Qigang after graduating from a graduate school in law.

President Teng made his telephone number public, accepted the masses' consultations and listened to their demands at any time, sometimes answered the masses' calls just after the court session, and snoozed through the tiredness of listening for a long time and still held the phone in his hand. The Qianshan Court is a dispatched court of the Qianshan District People's Court, and Teng Qigang has spent nearly a third of his 30-year career as a judge in this remote rural court. Teng Qigang often said that he was from a peasant background, knew that it was not easy for peasants to fight lawsuits, spent money without saying, and also provoked a stomach full of anger, whenever he saw farmers walk into the court, he was not in a hurry to file a case, but tried to mediate.
In 2012, to build a cultural square in Shanyinzi Village, Qianshan Town, it needed to occupy more than 200 square meters of land in front of a farmer's door, and the farmers demanded high-priced compensation, and how many times the village did the work was useless, so angry that the village secretary found Teng Qigang to sue the farmer. Teng Qigang learned that this farmer had just completed heart surgery and was still a grumpy person, so he said to the village secretary: "You tell him that he is prone to accidents, and I will persuade him." Teng Qigang found this peasant household and said as soon as he met him: "I did not come because the village sued you, I am also from the countryside, and now I still live in Xiefang village, you don't have to treat me as a judge, just be a villager who understands some laws and help you come up with ideas." A few words brought farmers closer together. Coupled with several visits to the door for sincere exchanges, the problem was successfully solved.
Someone summed up his "Teng's Mediation Method": Handling family disputes, using the "method of melting family affection"; complicated contradictions, relying on various types of organizations to use the "external force assistance method"; involving the distribution of benefits, the use of the "empathy method"; disputes fiercely use the "back-to-back method".
For Teng Qigang, no matter what kind of mediation method is used, it always revolves around a core, that is, to mediate with heart, to channel with emotion, and to solve doubts, so that the law can enter the lives of the masses in a soft way.
In the winter of 2013, Teng Qigang took over a dispute case over the elderly, and the elderly went to the court for help. Teng Qigang knew that a paper judgment could not solve the problem, and he was determined to do a good job in the work of his children. It was a cold winter, the sky was snowy, the country roads were rough and muddy, he stepped on the snow and went to several children's homes to understand the situation, lay out the facts and reason, and when he talked about his busy work, he also carried his seriously ill mother to see a doctor for more than half a year, his eyes were also full of tears. The patient mediation finally won the respect and confidence of the elderly and children, and promised to take turns to support the elderly.
In the old case book that Teng Qigang sorted out and archived, one cover reads "The most cattle case in history." That year was 2009, the fourth year that he had served as the president of the Qianshan Tribunal, and the whole court closed 1,075 cases throughout the year, and he himself closed 219 cases, of which 210 cases were concluded by mediation and withdrawal of lawsuits. In his career as a judge, Teng Qigang tried 886 civil cases, and the withdrawal rate was as high as 68.9%.
Behind the 8x magnifier is the reverence for the law
"I have been nearly a good year, and I have always been fearless, and I believe that I am still the tireless teenager who pursued fairness and justice before." This is a sentence that Teng Qigang said in an interview with the media on the special topic of "Hundred Typical Words of the Initial Heart" organized by the Liaoning Provincial Higher People's Court at the beginning of this year. Behind his office seat, he posted his own printed study materials on party history, which he could see as soon as he got up, and his desk was neatly arranged with case files and legal study books, and a broken reading glasses...
The most conspicuous is a large magnifying glass on the desk, and the story of this 8x magnifier is widely circulated in the Qianshan political and legal system, which is the best example of a legal person respecting the law and respecting the law.
One day in May 2019, Wang Mou hit Ren mou with his hands due to a traffic conflict, and the road monitoring was too far from the scene to distinguish the actual situation. The public security organs did not punish this, and any one of the paper complaints brought the public security organs to the court. That video is difficult for the police to distinguish, and the judge is the same. For this reason, Teng Qi just bought 8 times the magnifying glass, the head almost stuck to the video frame by frame of careful inspection, the eyes looked red, saw the tears, but has not given up, a few minutes of video watched for more than 3 hours, and finally captured the action of Wang Mou raising his hand to beat people, that second, the ironclad evidence is like a mountain. The court ordered the public security organs to make a new administrative decision and give administrative punishment to those who beat people.
Zhang Xiaodong, a police officer of the legal brigade of the Lishan Branch of the Anshan Municipal Public Security Bureau, is the litigation agent of the public security organ in this case, and he began to deal with Teng Qigang in 2017. "In front of the law, he is not generally harsh, it is unbearable." Zhang Xiaodong still remembers a time in court, because the time of the case was inconsistent, he was asked by Teng Qigang to apologize to the other party on the spot. Lu Jinfeng, the current president of the Qianshan Court, was the apprentice of Teng Qigang's original apprentice, and witnessed the rigor and meticulousness of Teng Qigang in law enforcement. "He always told me that only by going to the scene to find the truth is our judge's confidence to ring the gavel." In 2009, dozens of villagers flocked to court to discuss compensation after a mining company flooded farmland and fruit trees over water from the tailings. In the evaluation process, Teng Qigang braved a high temperature of more than 30 degrees Celsius, regardless of the damage of pollutants to the skin, suddenly stepped into the pollution layer more than 10 centimeters thick, and constantly reminded the appraisers that the pollutants here are thicker, and there needs to be measured again... In the end, the villagers were compensated reasonably, and neither side appealed.
Teng Qigang graduated from the secondary school of the Normal College, and with a strong sense of tenacity, he obtained a junior college degree in amateur law for court cadres across the country and a bachelor's degree in law from Jilin University. Since 2001, he will handle some typical cases and cases that were issued and reformed by higher courts in detail in the work summary or self-inspection report, analyze the shortcomings and summarize the experience, and the work summary, case handling experience and legal papers he wrote have 470,000 words. After a long period of study and accumulation, Teng Qigang, a "layman" who was not from a science class, has gradually grown into a "walking legal dictionary" in the eyes of colleagues.
In the Qianshan court, there is a saying that everyone agrees with: When the case goes to the adjudication committee of the court, he is afraid that he will not be able to pass Teng Qigang's pass, no matter how busy he is, he must take the time to seriously study the case at the meeting and cut it very carefully.

In 2019, Zhao Hengqi presided over a land dispute case in the trial committee, Teng Qigang believed that the judgment was unreasonable, and the two argued fiercely at the meeting. In the end, the rest of the adjudication committee also agreed with Teng Qigang that the case needed to be retried. Teng Qigang often said a sentence: "A case handled by a judge may be the life of the party." In January 2019, the Second Circuit Court of the Supreme People's Court retried a fraud case of a private entrepreneur, revoked the original second-instance judgment, and changed the verdict to acquittal – this case was hailed as the first hammer in the northeast region to "protect the personal and property safety of entrepreneurs". 23 years ago, in the first instance trial of this case, the judge who strictly distinguished between economic disputes and criminal offenses and made a verdict of acquittal was Teng Qigang. The private entrepreneur's wife said: "Without Judge Teng's meticulous and fair trial, I would not have the determination and courage to fight the lawsuit to the end." ”
Since 1996, Teng Qigang has tried a total of 1958 cases and concluded 1932 cases, with a completion rate of 98.67%.

Over time, Li Daming treated Teng Qigang as his own relatives, one evening, Teng Qigang and his wife went to Li Daming's house to deliver dumplings, just in time for him to fall ill and hallucinate, he took Teng Qigang's hand and said: "Today is my father's third anniversary, you are my brother must kowtow to the old man." Teng Qigang's great love is like a beam of light that warms the hearts of the people at any moment. More than a decade ago, a 15-year-old girl who went to work at a construction site with her father was sexually assaulted by her father's co-workers, and teng Qigang took the girl to her second sister-in-law's house with the consent of the girl's father after the trial.
