1. In order to assist the young shogun Tokugawa Ieshige, Ichibashi Keiki was appointed as "Shogun Toshimi" and Matsudaira Keinaga was appointed "Chief Executive Officer". These two positions are actually equivalent to the "great elder", but according to the regulations, the elder can only be held by the daimyō of the lineage, and both of them are from the clan, so this position is tailored for the two. The reason why these two people were chosen was because they were both representatives of the "Zun Wang Zhiyi".

2. Suspend the "attendance and accounting". As we have explained earlier, the system of attendance was formulated by the three-generation shogun Tokugawa Iemitsu, and the daimyo had to set up a mansion in his domain and Edo, and the two places lived in turn for one year, and his wife and children must live in Edo. Now it has changed, going to Edo every three years, and as long as you live for 100 days, as for the family members, you can live anywhere. The implementation of this system completely lifted the shackles of the daimyo, and henceforth they were free to practice their political ideals.

3. Resist excessive and reckless actions. This really poured cold water on the satsuma clan's warriors, who had previously suppressed the actions of Arima Shinju and others, and now wanted the public to resist them, which eventually shifted the center of the shogunate from satsuma to Choshu.

4. Implement the "five old collegiality" system. This system is what I mentioned earlier, and the expectation for the daimyōs of the public-military community is the establishment of the "Daimyo Council". This system was not implemented in the end, but the seeds of "collegiality" had been planted in the hearts of the strong clans.
