Hefei, the capital of Anhui Province, enjoys the reputation of "the hometown of the Three Kingdoms, Bao Zheng's hometown, the cradle of the Huai Army, the base of science and education, and the new city of Binhu". Because the Dongmi River and the Nanmi River originate from this, it is called "Hefei", because it was the seat of Luzhou Fuzhi during the Ming and Qing dynasties, also known as "Luzhou".
During the Northern Song Dynasty, Bao Zheng, who enforced the law like a mountain and was a clean official, was born in Luzhou. Bao Zheng (999-1062 AD), zi Xiren, a native of Luzhou, was a jinshi in the fifth year of the Northern Song Dynasty (1027 AD). Because Bao Zheng was a clean and honest official all his life, not only was he praised by people during his lifetime, but after his death, people also regarded him as a typical example of a Clean Official, calling him "Bao Gong", or "Bao Qingtian" and "Bao Longtu". Although most of them are fictional legends, they also reflect people's admiration for Qing officials.
Between the fourth year of Emperor You and the first year of Jiayou (1052-1056 AD), Bao Zheng successively served as the governors of Yangzhou, Luzhou, Chizhou, and Kaifeng.
When Bao Zheng returned to his native country as an official, his relatives and friends all smiled and came to pay their respects. Bao Zheng refused to visit acquaintances and did not receive them. In handling public affairs, it is impartial and law-abiding, and does not favoritism. His cousin, relying on his nephew Bao Zheng, acted recklessly and ran amok in the township. The victim complained to Bao Zheng. Bao Zheng sent his uncle over, went up to the hall to inquire about the situation, and ordered the servant to beat his uncle seventy times in accordance with the law. "Since relatives and friends are holding their breath", no one in the family dares to act recklessly.
In his tenure in Kaifeng Province, Bao Zheng showed even more iron bones and fearlessness. Kaifeng Province was the seat of the Capital Division, and there were many relatives of the emperor and the state, eunuchs and magnates, who were directly connected to the emperor, and the government decrees were not easy to implement. After Bao Zheng took office, he first reformed unreasonable litigation procedures, abolished the "door number division", and allowed ordinary people to directly go to him to deliver the complaint paper and tell their grievances. Reversing the previous malpractice of the people's complaints and grievances, the bureaucrats were strong and powerful, taking advantage of the opportunity to extort and extort money, and bending the law for personal gain, and the common people were justified and had no money to do justice.
One year, kaifeng sent a flood, where a Huimin River was blocked, damaging tens of thousands of official and private houses. After investigation, the reason for the obstruction of the river was that some eunuchs and magnates encroached on the river and built gardens and pavilions on the river. Bao Zheng immediately issued an order, asking the owners to tear down all the buildings on the river. There was a magnate who refused to demolish. The Kaifeng government sent someone to urge, and the man also took out a land deed and insisted that the land belonged to his family. Bao Zheng carefully inspected and found that the land title was forged by the magnates themselves. Bao Zheng was furious and ordered the man to tear down the garden, and wrote a note to reveal it to Song Renzong. When the magnate saw that things were making a big fuss, if Renzong really pursued it, there would be no benefit to him, so he had to obediently tear down the garden. When the other magnates heard that Bao Zheng's law enforcement was strict, they were too frightened to do anything wrong.
Emperor Renzong of Song was very serious and promoted him to the position of Privy Councillor. He became a high official, and the life of the family was still very simple, just like ordinary people. In the seventh year of Jiayou (1062), Bao Zheng died of illness and left a will: future generations of descendants who became officials were not allowed to return to their hometown if they committed corruption, and after death, they were not allowed to be buried in the graveyard of the Bao family.
Today, the beautiful Baohe Park in Hefei still has well preserved historical sites such as Bao Gong Ancestral Hall, Bao Cemetery, Qingfeng Pavilion, and Fuzhuang. From different angles and in different forms, the whole garden shows Bao Gong's life of "loyalty, filial piety, purity and honesty", and shows Bao Zheng's personality charm of honesty, strict law enforcement, iron-faced selflessness, and no fear of the powerful.
According to legend, the Baohe River in Hefei is the moat around the Bao Gong Ancestral Hall, the crucian carp produced in the river is a black back, known as "Bao Gong Fish", and the lotus root in the Bao River is also different, all broken and less silky, which is said to be a symbol of "iron face selflessness".
Bao Park, announced as the first batch of provincial-level cultural relics protection units in 1981, was rated as a national 4a-level tourist attraction in 2006, and was named the first batch of national integrity education bases by the Central Commission for Discipline Inspection in 2010.
