In November, Xiao Jun (deputy department level), the "protective umbrella" behind it, was arrested on suspicion of accepting bribes.

In 2001, Li Jinkui, then former deputy director of the Anti-Corruption Bureau of the Taihe County Procuratorate in Anhui Province, was involved in a "major case involving organized crime." He was accused of being an umbrella for the criminal syndicates and evil forces, and instructed his brother Li Jinquan and others to infiltrate the Taihe County Public Security Hospital on the evening of February 27 of that year, and slashed Liu Xiayi, a former member of the Geji Village Committee of Hu Zong Township, who was hospitalized and had a festival with the Li family, and his wife.

The feud between the Liu and Li families has a long history. In October 1999, Li Jinkui was already the deputy director of the Anti-Corruption Bureau of the Taihe County Procuratorate, and his third brother Li Jingang won the election for the village committee, and it was Liu Xiayi who lost the election. This incident caused displeasure to the Liu family, and as a result, they went to the Li family many times to cause trouble, causing conflicts.
On February 8, 2001, the Liu family came to the Li family again to look for trouble. Li Jingang called Li Jinkui for help, but before his brother could get home, his mother was knocked unconscious. Li Jinkui ran into Liu Xiayi on the way home, and both sides fought and were injured. That night, Liu Xiayi and his wife were sent to the county public security hospital for treatment, and the wounded of the Li family were sent to the county people's hospital for treatment. On the night of February 27, Liu Xiayi reported to the police that his wife, Wang Lianying, had her hands and feet severed (later identified as minor injuries) by a group of people who had broken into the hospital. The next day, Li Jinkui's fourth brother Li Jinquan, nephew Guo Wei, third brother Li Jingang, and eldest brother Li Jinbiao were all taken away by the police.
The conclusive evidence of the police handling the case that year mainly came from the confessions of the victims, Liu Chiayi and his wife. However, some media reported that in the transcript of the night of the incident, Liu Xiayi and Wang Lianying did not specify that there were Li family brothers among the murderers, and it was not until March 1, 2001, that Wang Lianying said in the interrogation transcript: "The person who participated in the beating of me was Li Jinquan. ”
Li Jinquan "confessed" under the "interrogation" of the police. According to Li Jinquan's later recollection, he was asked not to urinate for 170 hours, not to eat or drink, and was shackled and handcuffed.
The vicious case that occurred in the public security hospital became a major case involving organized crime supervised by the Anhui Provincial Public Security Department that year, and the number of people involved in the case also rose to 16.
The case was heard on 2 July 2002. After a series of secondary investigations, only Li Jinquan was left with the suspect. On August 12, the Yingjiang Court pronounced a verdict in the first instance that Li Jinquan was guilty of intentional injury and sentenced to one and a half years in prison. Li Jinkui was found to be in possession of a firearm and was dealt with in a separate case, and was later sentenced to one year and six months in prison.
Articles published in local media said that the incident was a case of intentional injury of a bad nature, and Li Jinkui was identified as the "protective umbrella" behind the case. According to the Anhui Police, the Anhui Provincial Public Security Department at that time, the case had become a major and important case in the struggle to "crack down on criminal syndicates and eliminate evil forces" and "strike hard and rectify the evil forces" at that time.

The case has also wronged some otherwise unrelated people.
Eighteen years ago, Tao Xiaoxia, then a deputy to the Fuyang Municipal People's Congress, intervened in a dispute between the Liu and Li families as a mediator. Because she believed that there were doubts about the subsequent hospital injury case, she expressed concern as a deputy to the National People's Congress. Unexpectedly, not only did it not promote the solution of the problem, but it caused her husband Zhang He to be arrested.
On April 18, 2001, Tao Xiaoxia went to the Fuyang Municipal People's Congress to reflect on the situation. On April 19, the public security organs arrested her husband Zhang He. The reason is that Zhang He was involved in the slashing and killing of the public security hospital.
After that, Tao Xiaoxia sought out Yao Xiurong, a deputy to the National People's Congress. In 2002, the latter, together with 22 NPC deputies, jointly submitted a petition on the case, and in August of that year, it was approved by the Standing Committee of the National People's Congress.
The real turnaround came in 2015. A man named "Xiao Qi" in Taihe County had a conflict with his brother Xiao Mouyun, and the two brothers turned against each other. "Xiao Qi" found Li Jinkui and said that the real culprit in the slashing and killing case in the public security hospital was his brother Xiao Mouyun, and provided relevant audio evidence.
Li Jinkui and others filed a protest with the Anqing City Procuratorate. In 2016, the procuratorate made a decision not to protest.
In April 2019, after the 14th Supervision Group of the Central Anti-Mafia Eradication Group entered Anhui, Li Jinkui and others decided to report directly to the Supervision Group. In the end, Anhui Province decided to use police in different places, and the Chuzhou Municipal Public Security Bureau dispatched police forces to Fuyang to thoroughly investigate the case.

On December 12, the 18-year-old public security hospital injury case was heard at the Anqing Intermediate Court, and more insider information was revealed.
In February 2001, after learning that there was a dispute between the Li and Liu families, Xiao Mouyun, who was originally at odds with the Liu family, contributed 10,000 yuan and instructed Xu Mou, the vice president of his company, to hire a murderer to kill Liu Xiayi and Wang Lianying.
In court, Xiao Mouyun, Xu Moulai and others all confessed to the facts of the crime.
The real "protective umbrella" also surfaced.
Before Xiao Mouyun hired a murderer to kill Liu Xiayi and Wang Lianying, Xiao Mouyin, a police officer of the Taihe County Public Security Bureau, was entrusted to go to the public security hospital to step on the spot. After the incident, the police handling the case in Taihe County once suspected Xiao Mouyun, but according to Xiao Mouyun's later confession, after he learned that the public security suspected him, he contacted Xiao Jun, then the county magistrate of Taihe County. Xiao Jun immediately made a phone call to Liang Mouqing, former deputy director of the Taihe County Public Security Bureau, who was in charge of investigating the case. Liang Mouqing replied to Xiao Jun that he would clear xiao Mouyun's relationship with this case. And Liang Mouqing and Xiao Mouyin also accepted Xiao Mouyun's property many times.

In May 2019, Xiao Jun, who had been retired for nearly 4 years, fell. Zheng Zhi (WeChat ID: upolitics) found that the Anhui Provincial Commission for Discipline Inspection pointed out in the circular at the time that Xiao Jun, former vice chairman of the Fuyang Municipal Committee of the Chinese People's Political Consultative Conference, was suspected of serious violations of discipline and law such as mafia-related umbrella corruption during his tenure as the county magistrate and secretary of the county party committee of Taihe County.
In late October, Xiao Jun was double-dismissed, and on November 7, the Anhui Provincial People's Procuratorate arrested Xiao Jun on suspicion of accepting bribes.
At the trial on December 12, the prosecutor appearing at the Anqing City Procuratorate held that the evidence for the conviction and sentencing of the first and second trials in this case was not accurate, and that the conviction was indeed wrong, and suggested that the previous judgment be revoked and Li Jinquan acquitted.
