This morning, the news of the appointment and dismissal of new personnel of the Hong Kong SAR Government was announced.

In accordance with the relevant provisions of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and on the basis of the nomination and proposal of carrie Lam Cheng Yuet-ngor, chief executive of the Hong Kong Special Administrative Region, the State Council has decided to appoint Li Jiachao as the Chief Secretary for Administration, Tang Bingqiang as secretary for security and Siu Tak-yi as commissioner of police, and at the same time dismiss Cheung Kin-chung as chief secretary for administration, Lee Ka-chiu as secretary for security and Tang Bingqiang from his posts as commissioner of police.

He has been a police officer for more than 30 years and has participated in front-line operations many times

Tang Bingqiang, who is the new secretary for security, has long been called a "hardline" by the outside world.

Hong Kong police "one brother" Tang Bingqiang took office as the new secretary for security! For more than thirty years, the police have forcefully stopped violence and suppressed chaos, and they have paid no attention to unreasonable sanctions imposed by the United States

Born in 1965, he joined the Hong Kong Police Force in 1987 and holds two master's degrees in business administration and international security and strategy. During his service in the Force, he has extensive experience in criminal investigations, international liaison and operational command.

From 2006 to 2008, Tang was seconded to the Interpol Secretariat in Lyon, France, to the post of Chief of Criminal SpecialIzation and was promoted to head of the Interpol Organized Crime and Violent Crime Unit.

He was promoted to Assistant Commissioner of Police in 2015 and became Commander of the Hong Kong Island Region and in charge of the Ministry of Personnel. In 2017, Tang was promoted to Senior Assistant Commissioner of Police and appointed As Chief of Operations. In November 2018, he was re-promoted to Deputy Commissioner of Police (Operations).

Mr. Tang has trained at a number of colleges in the Mainland and overseas, including the FBI National College, the Shanghai Pudong Cadre College, the Chinese Public Security University, the Royal Defence College, and the National School of Administration.

Mr. Tang has extensive experience in handling illegal demonstrations, and when he became deputy commander of the Hong Kong Island Region in 2014, he forcefully dealt with illegal Occupy Central. The Hong Kong rioters were impressed and hostile to the "hardline" commander.

On October 1, 2019, police officers in Tsuen Wan's Grand River Opened Fire to Stop the Riot and Hit a Rioter. When Deng Bingqiang attended the press conference, he firmly said that "the police officer's life and death were on the line at that time, and the shooting was legal and reasonable." He pointed out that the outside world accused the police of "actively rushing" to shoot wrongly, and shooting into the sky, using other weapons, etc. was not feasible at the time, stressing that "what changed was not the police, but the brutality of the rioters."

He has also been on the front line many times. On 2 November 2019, Tang Ping-keung went to the scene of the riots in Hong Kong Island with full armed forces, and Admiralty has been involved in the operation to Sheung Wan. Because he had been wearing a helmet and acting with front-line police officers, the police officers did not recognize Tang Bingqiang.

According to a photo leaking from inside the force, Tang Ping-keung, wearing a white shirt and a black vest of the criminal investigators, with a helmet, baton and belt bag tied around his waist, talked to Wu Zhizhong, senior superintendent of the Hong Kong Island Regional Response Brigade, next to him. Hong Kong media quoted witnesses as saying that seeing him personally carry barricades, garbage, etc., there was no difference between his work and front-line police officers.

In danger, he was ordered to forcefully stop violence and control chaos

On 19 November 2019, Tang Ping-keung took over the Hong Kong Police Force in its entirety, becoming the seventh Commissioner of Police after the return of Hong Kong.

At that time, when violence was rampant in Hong Kong, Tang Bingqiang could be said to be in danger.

For his appointment, Hong Kong Chief Executive Carrie Lam Cheng Yuet-ngor is full of confidence. She said Mr Tang had over 30 years of experience in the Force and had extensive experience in criminal investigations, international liaison matters and operational command. He has demonstrated excellence and leadership skills and is confident that he will lead the Force to meet the challenges of the future.

He did not live up to this trust, and finally succeeded in reversing the social situation and restoring the original order in Hong Kong.

His first task as Commissioner of Police was to start from within and change the Force motto from "Service-oriented, Excellence" to "Loyalty, Courage, and Social Concern". Deng Bingqiang pointed out at the time that due to the "storm over the amendment of the law" there was no shortage of violent incidents, the police all gritted their teeth, faced difficulties, showed loyalty and courage, and insisted no matter how difficult it was, hoping that their colleagues could serve the society together in line with their original intentions.

During the Hong Kong Police Force's response to the "Amendment Storm", people with interest in it continued to smear them with fake news and fake news, and Tang Bingqiang led the Police Force to clarify the fake news one after another, respond to different allegations and questions on social media, and broadcast live at the scene of the conflict, hoping to present the true side to the eyes of Hong Kong citizens. Some media reports against the police incite hatred and divide society, and Deng Bingqiang has repeatedly criticized this publicly.

In addition to dealing with the attacks on the Hong Kong Police Force, in the face of criminal cases involving violent incidents, Tang Bingqiang has also vigorously cracked down, and in the year after taking office, he has successfully stopped violence and chaos, and Hong Kong society has generally returned to calm.

Unreasonable sanctions against the United States are completely ignored

In September 2020, the U.S. Treasury Department announced the so-called "sanctions" of 11 Chinese officials, and Deng Bingqiang was on the list of 11 people.

In this regard, Deng Bingqiang gave a strong response. In an interview with East Net, he said, "I have not taken the so-called 'sanctions' of the United States as the same thing at all, and will not shake my determination and confidence in safeguarding the security of the country and Hong Kong, which is also my responsibility and glory." I will continue to lead the Force to eliminate violence, maintain social order, and concentrate on safeguarding the security of the country and Hong Kong. ”
