In order to thoroughly implement the spirit of General Secretary Xi Jinping's instructions on poverty alleviation and the work deployment of the provincial party committee and provincial government, in accordance with the provincial housing and urban-rural construction department, the provincial department of finance, the provincial poverty alleviation office, the provincial department of civil affairs, the provincial disabled persons' federation "Jiangxi Province 2020 rural dangerous house transformation implementation plan" and the provincial department of finance, the provincial housing and urban-rural construction department "Jiangxi province rural dangerous house transformation subsidy fund management measures" relevant requirements, decided to carry out the province's 2020 rural dangerous house transformation provincial acceptance and performance evaluation, the formulation of this plan.

1. Acceptance object

11 districted cities and 104 counties (cities, districts) that have issued tasks for the renovation of dangerous houses in rural areas in 2020, post-disaster reconstruction tasks, and central and provincial subsidy funds.

2. Acceptance arrangements

(1) The acceptance method is mainly carried out by county-level self-inspection, supplemented by key spot checks by provinces and districted cities. Counties (cities, districts) comprehensively carry out census and acceptance of each household and item by item according to the 2020 rural dangerous house transformation tasks, and focus on inspecting the management of the use of acceptance funds, information entry and verification, problem rectification and dynamic monitoring of long-term management of counties (cities, districts) without transformation tasks. Districted cities have spot checked households with registered cards, low-income households, scattered support for the extremely poor, poor families with disabilities, post-disaster reconstruction, and "turnkey" projects. The number of counties (cities, districts) under the jurisdiction of districted cities shall be carried out according to the number of counties (cities, districts) under the jurisdiction of Ji'an City, Jiujiang City, Shangrao City, Yichun City, Fuzhou City, not less than 3 ganzhou City, not less than 1 other districted city, not less than 2 townships in each county (city, district), and not less than 20 households in each township, and the number of households is insufficient. The province will verify the implementation of the acceptance work of the city and county, and the verification will be carried out by a combination of on-site inspection and verification of data, focusing on verifying data entry, use of funds and rectification of problems.

(2) Complete the acceptance content and submit the acceptance results in accordance with the time requirements. Before March 15, each districted city summarized the "Self-evaluation Form for Performance Targets of Central to Local Special Transfer Payment Areas (Projects)" of the counties (cities, districts) under its jurisdiction after review, and formed the "Self-Evaluation Form for Performance Targets of Central to Local Special Transfer Payment Areas (Projects)" at the municipal level, which was submitted to the Provincial Agricultural Housing Office. Before March 30, the county level completes the self-inspection, forms a self-inspection report, and submits it to the districted city where the problem list is located; before April 10, the districted city completes the spot check, summarizes the acceptance situation and the list of problems in the county (city, district) under its jurisdiction, forms an acceptance report, and submits it to the Provincial Agricultural Housing Office together with the county-level self-inspection and acceptance situation. The Provincial Agricultural Housing Office conducts verification based on the self-inspection and spot checks reported by various localities and the data of the information system.

3. Acceptance content

Focusing on the implementation of the task of renovating dangerous houses in rural areas, policy implementation, information entry, post-disaster reconstruction, management of the use of funds, and verification of housing safety and security, etc., combined with daily work scheduling, inspection and rectification, effectiveness assessment, and secret visit notification and rectification, acceptance and evaluation.

(1) The transformation of dangerous houses

1. The identification of subsidy recipients. Compare the roster, identification plate, household registration book, ID card, and "one card" to determine whether they belong to the subsidy objects for the renovation of dangerous houses in rural areas; consult the records of the villagers' meeting and the "Jiangxi Provincial Application for the Renovation of Dangerous Houses in Rural Areas" to check whether the subsidy objects have fulfilled the procedures of peasant household application, village review, two-level publicity, township review, and county-level approval.

2. The area of renovation of dangerous houses. On-site inspection: whether the farmer's self-built house is in line with the "number of building floors is controlled at one floor, and the maximum construction area is not more than 110 square meters." If the original site is rebuilt, the area of the Central Plains homestead is small, less than 60 square meters, two floors can be built, but the maximum construction area is not more than 110 square meters; whether the maintenance and reinforcement house is renovated, expanded, and added layer construction in the name of maintenance and reinforcement. Strictly in accordance with the requirements of the "Notice on Strictly Controlling the Area of Newly Built Houses in the Transformation of Dangerous Houses in Rural Areas" (Gannong Housing Office Zi [2019] No. 5) documents for acceptance.

3. Infrastructure situation. Check whether the water and electricity are in the household, whether the road is smooth, whether the drainage is smooth, whether the front and back of the house are clean, and whether there is a unified facility for garbage.

4. Construction of the project. The first is to verify whether the main body of the newly built house is completed, the doors, windows and water and electricity are all installed in place, and the requirements of the occupancy conditions are met, and whether it has passed the county-level project acceptance and filled in the "Rural Dangerous House Renovation Minimum Construction Requirements Acceptance Form". The second is to check whether the housing renovated by peasant households meets the quality standards promulgated by the national construction department, whether there are quality problems, whether there have been quality and safety inspections, and fill in the "Quality Inspection Form for the Renovation and Construction of Dangerous Houses in Rural Areas". Third, if it belongs to the purchase of a house, it is necessary to check the procedures for changing the ownership of the house and the quality and safety appraisal report of the purchased house. The fourth is to check whether the seismic renovation houses meet the seismic requirements.

5. The disbursement of funds to the household. Check the farmer's "one card" account to check whether the subsidy funds have been fully disbursed to the household in a timely manner.

6. Demolition and return of old to the base. Check whether all the class d dangerous houses have been demolished, and whether the old homesteads of the off-site builders have been returned.

7. "Turnkey Project". Whether the county (city, district) has issued the detailed rules for the identification of the implementation objects of the "turnkey project", verified whether the subsidy objects are determined in accordance with the relevant rules, and whether they meet the definition of special hardship peasant households with extremely weak self-financing and labor ability; whether the construction area strictly implements the "Notice on Strictly Controlling the Area of Newly Built Houses in the Transformation of Dangerous Houses in Rural Areas" (GannongFang Office Zi [2019] No. 5), "1-2 people households do not exceed 40 square meters, 3 people do not exceed 50 square meters, and more than 3 people do not exceed 60 square meters" Whether to reasonably arrange functional partitions and indoor space layout, whether the wall and ground are clean, water and electricity are in place, and can be directly moved in; whether financial subsidy funds are used to purchase furniture, home appliances and facilities; whether to move in.

(2) Archives and materials for the renovation of dangerous houses. Whether the archives of the annual subsidy objects for the renovation of dangerous houses (including the rural dangerous house renovation tasks implemented by the civil affairs department) are one household and one file, and whether the archived information is complete. Conduct a detailed review of the residency of all those who have been lifted out of poverty, and make records for the record.

(3) Information entry. Log on to the rural dangerous house renovation farmer file information system to view the verification and evaluation of relevant projects:

1. Verify the completeness of information entry. First, according to the number of planned tasks issued by the province in 2020, check whether all the information on the transformation of dangerous houses of farmers is entered into the "completed". The second is to check whether the farmer's information is over-entered and whether there is redundancy.

2. Verify the accuracy of the information entry data. Combined with on-site spot checks, the authenticity of information entry is verified by comparing the paper files of farmers.

3. Verify whether all the grade C dangerous houses in 2020 have been repaired. From the information system, through the farmer query function to retrieve the C-class dangerous house file, whether there is a non-maintenance and reinforcement method of transformation.

4. Check the accuracy of the entry of the housing guarantee verification system for poor households with a record of the card. Use the poverty alleviation housing safety and security verification app to check whether the entry indicators are accurate on the spot.

(4) Verify the rectification of problems. Check whether the problems in the following list of problems have been rectified in place and persisted for a long time.

1. The central poverty alleviation special inspection and the national poverty alleviation annual effectiveness evaluation feedback problem rectification ledger and sales number list.

2. "Circular on the Provincial Acceptance of the Task of Renovating Dangerous Houses in Rural Areas in the Province in 2019" (Ganjian Village [2020] No. 21) document and list of acceptance problems.

3. Problems found in the province's rural dangerous house transformation technology to the countryside to serve the convenience of the people.

4. The list of problems involving the inspected counties in the 2020 provincial poverty alleviation and poverty alleviation secret visit supervision issue account.

Fourth, acceptance requirements

(1) Standardize the acceptance report. According to the inspection situation, all localities form an acceptance report and a list of problems, compare the main points of acceptance, and detail the inspection situation item by item, and the problem expression should be detailed and specific, and the words are material, such as a certain township and a certain village group Zhang San built a house area of up to ... Square meters, there is a problem of ultra-high and large size, and it is not allowed to use "individual, partial ... There are problems" and other vague sentences express problems, which is convenient for the inspected units to accurately locate and rectify in a timely manner. Comb and summarize the typical experiences and highlights, and write them into the acceptance report.

(2) Strengthen the use of results. The acceptance team can combine the assessment of the effectiveness of poverty alleviation organized by the Provincial Poverty Alleviation Office according to the actual situation, and refer to the results of the effectiveness assessment. The Provincial Rural Housing Office will form a provincial acceptance notice on the completion of the tasks of the transformation of rural dangerous houses in the province in 2020 according to the acceptance situation, and the Provincial Department of Housing and Urban-Rural Development will form the performance evaluation results of the transformation of rural dangerous houses together with the Provincial Department of Finance, and the acceptance situation and performance evaluation results will be notified to the province. Counties (cities, districts) that have done solid work and have completed tasks well will be commended, and counties (cities, districts) that reflect more problems in acceptance will be notified and criticized.

(3) Strict requirements for clean government. During the provincial acceptance period, it is necessary to strictly implement the eight central regulations and the relevant requirements of the province, earnestly abide by the regulations on party style and clean government, and achieve truthfulness, objectivity, fairness and justice. Those who cheat or violate laws and disciplines in the acceptance work will be investigated for the responsibility of relevant leaders and relevant personnel according to the situation.
