According to public information, he worked in the enterprise in his early years, serving as the deputy director of the Trade Intelligence Office of the China Shipbuilding Industry Comprehensive Technical and Economic Research Institute, the deputy director of the Economic Research Center (at the level of the department), the deputy director of the General Office of The China Shipbuilding Industry Corporation, the director of the Political Research Office, the director of the Development Planning Department, the deputy chief economist, the director of the Planning and Development Department, the chief economist, the chairman and general manager of CSSC Marine Equipment Innovation Park Investment Co., Ltd.
From December 2001 to January 2004, he also served as the deputy general manager of Shanghai Waigaoqiao Shipbuilding Co., Ltd.
In November 2014, Guo Xiwen took up the post of director of the new Fujian Provincial State-owned Assets Supervision and Administration Commission, and two years later (January 2017) he became the mayor of Ningde City, and more than a year later (March 2018) he was appointed secretary of the Ningde Municipal Party Committee for three years.

Zheng Xincong served as the mayor of Ningde from 2011 to 2013, after which he served as the mayor of Quanzhou, the secretary of the municipal party committee, the vice governor of Fujian Province, and later the standing committee and secretary general of the new Fujian Provincial Party Committee.
Sui Jun served as mayor of Ningde from 2013 to 2016, then became vice governor of Fujian Province, entered Beijing in 2018, and is currently a member of the party group and vice chairman of the All-China Federation of Returned Overseas Chinese.
Guo Xiwen was the first former mayor of Ningde City to work across provinces after the 18th Party Congress.

At the end of 2020, Guo Xiwen told the media a Ningde story about 3.56 million people in eastern Fujian who were lifted out of poverty.
Guo Xiwen said that as of now, all the poor people in the city's current standards have been completely lifted out of poverty, and all poor villages and key counties for poverty alleviation and development at the provincial level have all withdrawn, successfully completing the historical mission of "getting rid of poverty".
Ningde's economic data has also been well received.
In 2020, in the face of the strong impact of the new crown pneumonia epidemic, Ningde's economy has performed well, not only is it a districted city with few in the country and the only districted city in the province that has maintained positive GDP growth for four consecutive quarters, but also the growth rate of a number of key economic indicators has always led the province.
In March this year, Guo Xiwen said to the outside world, "In the next step, Ningde will do a good job in linking rural revitalization and poverty alleviation, and establish a long-term mechanism to solve the problem of relative poverty." ”

It is worth mentioning that in 2019, Guo Xiwen also published a signed article in "Party Building Research" entitled "Inheriting Fine Traditions and Vigorously Guarding Against Formalism and Bureaucracy".
In the article, he wrote that the cadres of cities, counties, and townships are close to the masses and have many dealings with the masses; whether they are engaged in formalism or bureaucracy, the common people can see very clearly, and we must be more down-to-earth officials, solve the hot and difficult problems that the masses are concerned about one by one, and let the masses of the people live a beautiful life.
He also mentioned that "the problems of formalism and bureaucracy, such as cheating and cheating, cheating on the upper and lower levels, perfunctory responsibility, and arbitrariness, are not only problems of work style, but also problems of cultivation in dealing with the world." There are currently eight vice governors of Guizhou Province, namely Li Zaiyong (August 1962), Wang Shijie (February 1966), Tao Changhai (July 1963), Guo Ruimin (August 1962), Tan Jiong (June 1966), Wu Shenghua (October 1966), Li Rui (October 1967) and Cai Chaolin (July 1970).
Among them, the youngest is Cai Chaolin, who, like Guo Xiwen, is also an inter-provincial official. Cai Chaolin previously worked in Guangdong Province for a long time and was the secretary of the Jieyang Municipal Party Committee.
