On October 13, the "Seminar on Short Video Use and Internet Anti-Addiction Innovation Mechanism" jointly sponsored by the Cultural Rule of Law Research Center of the School of Cultural Industry Management of communication university of China and Douyin was held in Beijing. Experts and scholars from the China Youth Research Center, Communication University of China, Beijing Normal University, China University of Political Science and Law, Capital Normal University and other institutions participated in the discussion at the meeting.

The seminar on the use of short videos and the innovative mechanism of network anti-addiction was held in Beijing

At the meeting, the guests focused on topics such as "the significance of the innovative mechanism of online anti-addiction and youth protection", "the practice and direction of algorithms in online anti-addiction", and "the social co-governance and standard mechanism of online anti-addiction", and discussed how to strengthen the network literacy education of teenagers and other groups and improve the awareness of network security. Industry experts and scholars have put respect for the protection and development of teenagers in a very important position, affirmed the network anti-addiction system of Douyin for all users and all ages, and suggested that more short video platforms take the initiative to take anti-addiction measures to form a unified standard for the whole industry in terms of identity authentication, content classification, time management, and permission settings.

All-user network anti-addiction highlights corporate social responsibility

In recent years, with the rapid development of the Internet industry, short videos have become an inseparable part of people's daily lives. However, when people watch, they may also use it for too long.

As early as 2018, Douyin launched functions such as time lock, teen mode, and parent-child platform to provide tools for teenagers and adults to manage the use of time and advocate healthy and reasonable use of mobile phones. At the same time, a warm reminder video is launched to invite creators to shoot, prompting everyone to pay attention to rest while playing mobile phones.

Zheng Ning, director of the Cultural Rule of Law Research Center of the School of Cultural Industry Management of the Communication University of China, believes that network anti-addiction is the common responsibility of the whole society, of which Internet companies should actively fulfill the responsibility of the platform, and Douyin took the lead in launching the most stringent anti-addiction mechanism for short videos, which is the courage to sacrifice their own economic interests in exchange for social benefits.

Li Danlin, director of the Advisory Committee of the Cultural Rule of Law Research Center of the School of Cultural Industry Management of the Communication University of China, believes that compared with the traditional economic model of enterprises, Internet enterprises have higher significance in fulfilling their social responsibilities, and the anti-addiction products developed by Douyin for all users have a sincere attitude, which really plays an effect and is a high sense of social responsibility. "Give more support and help to enterprises that take the initiative to exert social value, and encourage and guide more enterprises to fulfill their social responsibilities," Li Danlin suggested.

Douyin anti-addiction mechanism is a mechanism for all users, the implementation of anti-addiction means that it will inevitably sacrifice user time and other data, but in line with the principle of making users more scientific and reasonable use, Douyin still has a lot of reminder mechanisms and measures on the line, which is a responsible choice and balance between small systems of commercial profits and large systems of social value.

The most rigorous teen mode paired with a pool of premium content

According to the "2020 National Research Report on the Internet Use of Minors" jointly released by the Central Committee of the Communist Youth League and the China Internet Network Information Center (CNNIC), in 2020, China's minor internet users reached 183 million, and the Internet penetration rate was 94.9%; more than one-third of primary school students began to use the Internet before school age.

Guo Kaiyuan, director of the Law Institute of the China Youth Research Center, believes that cyberspace is an important venue for young people to learn, socialize and entertain, and to protect the right of minors to access the Internet, it is necessary to properly handle the relationship between protection and development, with the protection of minors' right to development as the core. It is necessary to optimize the construction of content pools, including more beneficial content, such as knowledge videos suitable for minors to watch, and promote personalized learning for young people.

Contemporary teenagers, as the natives of the Internet, are born with certain network "genes", and douyin, as a "national-level" product, has become one of the important channels for most teenagers to obtain information. In terms of anti-addiction, Douyin has implemented a series of measures, including real-name authentication users under the age of 14 directly entering the youth mode, exiting vulnerability prevention, and for minors who do not have real-name authentication, Douyin also has stricter protection measures.

Zhang Gedong, deputy dean of the School of Animation and Digital Art of the Communication University of China, believes that short videos can not only be regarded as a way to obtain information from the screen, it may become a relatively independent art form, and the current anti-addiction mechanism is various types of reminders, youth models, and from a longer-term point of view, it is still necessary to exert force from the content side, and the use of mobile phones at present is a deep return to interpersonal communication, which can accelerate the dissemination of knowledge.

Young users are an important foundation for the future development of each platform and are the key groups of people competing. Douyin takes the most stringent teen mode, under 14 years old real-name authentication users directly enter, can only look at some recommended high-value content, long-term view is likely to affect the use of adolescent users experience and retention, but douyin or from the social responsibility to adhere to the most stringent anti-addiction model, in order to give better protection to teenagers, hope that they can learn knowledge, view the world, in douyin has gained, experts believe that similar experience should be adopted for more enterprises, from individual cases into industry practices.

Network anti-addiction needs to pay attention to the scientific and technological means of algorithms

Network anti-addiction, technological innovation is a feasible means, algorithm innovation has become the core technology to guide the rational use of the network, but also did play a positive role.

Douyin plays the role of artificial intelligence technology and recommendation algorithm, through the analysis of users with different characteristics, the use of frequency, duration, function and other aspects of targeted anti-addiction measures, is the "algorithm for good" application in the field of digital governance and short video anti-addiction active exploration.

He Yong, executive director of the Academic Committee of the Cultural Rule of Law Research Center of the School of Cultural Industry Management of the Communication University of China, believes that the Douyin anti-addiction system implements the absolute nature of the protection of minors' rights and interests and has rigid characteristics, at the same time, the anti-addiction system is a precise policy in the algorithm era.

It is understood that the vibrato anti-addiction mechanism is a mechanism for all users of all ages, using the personalized trigger mechanism of the algorithm, combined with the user type, time period, fatigue and other conditions, through the user is happy to accept the way to carry out friendly reminders.

Dr. Wang Ye of the Institute of Brain Science and Intelligent Media of the Communication University of China proposed that the pleasant experience is accompanied by the secretion of a large amount of dopamine by the brain, and the curiosity that is beneficial to cultivating hobbies is also accompanied by a large amount of dopamine secretion, "The short video platform can further play the role of algorithms, relying on rich content to make more diversified information and knowledge recommendations for users, cultivate young people's curiosity about knowledge, and constantly improve personalized anti-addiction strategies", Wang Ye suggested.

Liu Chunrong, deputy director of the Psychology Department of Beijing Normal University, believes that from a product point of view, cross-scientific integration is the key to solving network anti-addiction, and optimizing user experience involves psychology, design, economics and other disciplines. This process requires the joint participation of parents and schools, and attention should also be paid to mobilizing the autonomy of the youth group, establishing the initiative of "I am willing" and "I can", and using self-discipline to achieve inner freedom.

Yuan Ningning, executive deputy director of the Governance and Law Research Base for Minor Affairs at China University of Political Science and Law, expressed the same view. He believes that children need to enhance their own self-control and discernment, and improve their online literacy and digital literacy under emerging technologies. "The problems encountered by minors in the network are not new problems, they are all online and amplified of offline problems, and the same is true for addiction", "It is necessary to establish classification standards for network information, short video content, etc., including industry, national, and at the same time, in terms of technical measures, relevant enterprises in the whole industry should do more exploration," Yuan Ningning said.

Internet anti-addiction requires the participation of multiple parties

Network "anti-addiction" requires technological innovation, but in the long run, we cannot rely solely on technology, but also need the whole society to share responsibility and work together.

"In addition to strengthening innovation in technology, it is also necessary to strengthen multi-party co-governance and increase the importance of all aspects of society on the protection of minors." Zhang Hongsheng, executive dean of the Cultural Industry Management Research Institute of the Communication University of China, said that the protection of minors requires pluralistic co-governance and multi-pronged approach, and families, schools, society and enterprises must share responsibilities.

All online platforms, as the main responsible persons for providing cyberspace and content to young people, must bear corresponding corporate responsibilities, especially in the fields of online games, online videos and short videos, online live broadcasts, online literature and animation, which are the favorite online content and network areas of young people, and it is even more necessary for relevant Internet companies to attach great importance to measures to improve youth's network literacy.

In terms of promoting the healthy use of short videos by network users, in addition to the exploration and efforts of the platform, it is more necessary for parents, teenagers, ordinary users, industry associations and other sectors of society to join hands to maximize the effect, such as parents in life to more care for teenagers to communicate and guide, their own identity information and account more strict management, each user more agree with the platform anti-addiction value initiative.

How to let children use mobile phones scientifically and reasonably has always been a topic of concern for parents, and Douyin has launched a "parent-child guardianship" system for this purpose, which requires parents and children to bind each other's accounts. After the binding of the two parties, parents can see the child's usage time and use weekly report within a week, and can remotely open the teen mode and set the time lock for him/her, so as to manage the child's vibrato usage time and the vibrato video content and function module.

Zhang Shuang, deputy dean of the College of Education of Capital Normal University, said that online platforms need to provide more positive, positive, rich and convenient content for young people. At the same time, the whole society also needs to gather consensus, build a pattern of common governance of schools, families and society, rationally look at growth, and fundamentally solve the problem of Internet addiction.

At present, Internet addiction has become a global problem, and solving it is a complex system project, which requires the efforts of enterprises, users, parents, schools, and industries to jointly propose systematic solutions. To explore the anti-addiction of the Internet, it is ultimately necessary to take teenagers as the main body and create a good online environment for them. At the same time, it is necessary to put people first, fundamentally improve their literacy, and protect young people.
