The reporter learned from the Department of Education of the Inner Mongolia Autonomous Region that in 2020, Inner Mongolia will continue to implement the "special post plan" and intends to recruit 1961 special post teachers, of which the autonomous region plans to recruit 400 special post teachers at the same level.

The recruitment targets for special teachers are Inner Mongolia students who have graduated from full-time ordinary colleges and universities inside and outside the district. Graduates of normal colleges and universities who have participated in the "College Students Volunteer Service to the West Program," the "Three Branches and One Support Program," and the "College Student Village Officials" who have completed their service and passed the assessment or have participated in internship and teaching for more than half a year are given priority under the same conditions. In terms of recruitment conditions, compared with previous years, for the requirements of teacher qualification certificates, in 2020, the implementation of "first on the job, then examine" phased measures, those who meet the national teacher qualification examination registration conditions and teacher qualification identification on ideological and political quality, Putonghua proficiency, physical conditions, etc., to participate in this examination may not require the provision of teacher qualification certificates, but must obtain the corresponding teacher qualification certificates during the one-year probationary period; if the corresponding teacher qualification certificates are not obtained during the one-year probationary period, the employment contract will be terminated according to law.

The autonomous region demands that all localities should, in accordance with the staffing situation and actual needs of compulsory education schools in their respective regions, make overall consideration, give priority to meeting the needs of small villages, teaching points, and rural schools with serious shortage of teachers, and that the placement should be relatively concentrated, and in principle, no less than two teachers in special posts should be arranged in one school. Shegangqi counties (cities, districts) should handle salary payments and social insurance for teachers in special posts as soon as possible, and implement living security measures such as swing houses. At the same time, for the newly recruited special teachers who have not obtained a teacher qualification certificate this year, it is not appropriate to independently undertake the task of teaching a course, and mainly engage in auxiliary work before obtaining a teacher qualification certificate.
