Bijie Municipal Party Committee Secretary Adjustment.
According to Guizhou Daily, on August 16, Bijie City held a meeting of leading cadres to announce the decision of the provincial party committee on the adjustment of the main leadership positions of the Bijie Municipal Party Committee: Comrade Wu Qiang was appointed secretary of the Bijie Municipal Party Committee, and Comrade Zhou Jiankun was no longer the secretary of the Bijie Municipal Party Committee.
Zheng Zhijun noted that Chen Yiqin, secretary of the Guizhou Provincial CPC Committee, also attended the meeting. She said: Comrade Wu Qiang, member of the Standing Committee of the Provincial CPC Committee, is the secretary of the Bijie Municipal CPC Committee, which is a further strengthening of the leading strength of the Bijie Municipal CPC Committee.
Since the establishment of the prefecture-level City of Bijie, it is the first time that the Standing Committee of the Provincial Party Committee has directly served as the secretary of the Bijie Municipal Party Committee.

Wu Qiang, male, Dong ethnicity, born in August 1966, 55 years old, Hunan Xinhuang people, began working in August 1988, joined the Communist Party of China in November 1994, university degree, master of engineering, registered urban planner. Alternate member of the 19th Central Committee.

According to public information, Wu Qiang graduated from the Department of Land and Ocean sciences of Nanjing University with a major in economic geography (urban planning), and after graduation, he went to Guiyang City, Guizhou Province, where he worked as a staff member of the Planning and Design Office of the Guiyang Urban Planning Bureau, the director of the Second Office of Planning and Design of the Guiyang Urban Planning and Design Research Institute, the deputy director of the Guiyang Urban Planning Bureau, the deputy director of the Guiyang Municipal Planning Administration, and the deputy director of the Guizhou Provincial Transportation Department.
In November 2011, Wu Qiang served as a member of the Bijie Prefectural Committee and deputy commissioner of the Bijie Prefectural Committee (in charge of the standing work of the regional administrative office), and was adjusted to the standing committee of the Bijie Municipal Party Committee in December 2011, and took up the position of standing committee member and vice mayor of the new Bijie Municipal Party Committee in January 2012 (in charge of the standing work of the municipal government).
In July 2012, Wu Qiang took up the post of Deputy Secretary-General of the Guizhou Provincial Government, Member of the Party Group of the General Office, Director of the Provincial Railway Construction Office (at the level of Director General), and four years later became the Director of the Guizhou Provincial Economic and Information Commission.
In January 2018, Wu Qiang was appointed vice governor of Guizhou Province, and in September 2020, he became the standing committee member and secretary general of the new Guizhou Provincial Party Committee, and a year later he was also the secretary of the Bijie Municipal Party Committee.

It should be noted that Wu Qiang was a member of the Standing Committee of the First Committee of the Communist Party of China in Bijie City.
Bijie City is located in the northwest of Guizhou Province, the junction of Sichuan, Yunnan and Qianqian provinces, and the hinterland of Wumeng Mountain, with a total area of 26,900 square kilometers, and is the only experimental area in China with the theme of "development poverty alleviation and ecological construction".
According to the official website of Bijie City, under the cordial care of Comrade Xi Zhongxun, then member of the Political Bureau of the CPC Central Committee and secretary of the Secretariat of the CPC Central Committee, and under the personal initiative of Comrade Hu Jintao, then secretary of the Provincial Party Committee, in June 1988, the State Council approved the establishment of the Bijie Pilot Zone.
In November 2011, the People's Government of Guizhou Province issued a notice on the revocation of the establishment of a prefecture-level Bijie City in Bijie District (Qianfufa [2011] No. 33).
The notice mentions that, in accordance with the spirit of the Reply of the State Council on Agreeing to the Revocation of the Establishment of Prefecture-level Bijie City in Bijie Area by Guizhou Province (Guo Han [2011] No. 130), Bijie District and County-level Bijie City were abolished and prefecture-level Bijie City was established.
On December 28, 2011, the first plenary committee of the first bijie city committee of the Communist Party of China elected the secretary, deputy secretary and standing committee.
The secretary of the first committee of Bijie City was Qin Rupei, and Among the members of the Standing Committee of the First Committee of Bijie City, Wu Qiang was included.
Qin Rupei was the deputy secretary of the Bijie Prefectural Committee and the commissioner of the Bureau, and in May 2008, he succeeded Liu Xiaokai (currently the chairman of the Guizhou Provincial Committee of the Chinese People's Political Consultative Conference) as the secretary of the Bijie Prefectural Committee. Shortly after becoming the secretary of the Bijie Municipal Party Committee, Qin Rupei became a member of the Standing Committee of the Guizhou Provincial Party Committee in April 2012 and stepped down as the secretary of the Bijie Municipal Party Committee in May 2012.
After Qin Rupei stepped down, Zhang Jiyong, Chen Zhigang, and Zhou Jiankun successively served as secretaries of the Bijie Municipal Party Committee.
Zhang Jiyong served as the new secretary of the Bijie Municipal Party Committee from the post of mayor of Bijie City. Unfortunately, in January 2015, the website of the Bijie Municipal Government of Guizhou published an obituary saying that Comrade Zhang Jiyong, secretary of the Bijie Municipal Party Committee of the Communist Party of China, died at the age of 56 at 23:00 on January 11, 2015 due to ineffective medical treatment. In accordance with the wishes of the family, the funeral is simple.
A month after Zhang Jiyong's death, Chen Zhigang, then director of the Guizhou Provincial Department of Communications, came to Bijie from Guiyang. After less than two years of working as the secretary of the Bijie Municipal Party Committee, Chen Zhigang entered Beijing in November 2016 and took up the post of former member of the party group and deputy director of the State Council Poverty Alleviation Office.
Chen Zhigang was replaced by Zhou Jiankun, then secretary of the Anshun Municipal Party Committee.
After Zhou Jiankun became the secretary of the Bijie Municipal Party Committee, in January 2017, Zhou Jiankun became the vice chairman of the Guizhou Provincial Committee of the Chinese People's Political Consultative Conference and continued to serve as the secretary of the Bijie Municipal Party Committee.
Today, the 61-year-old Zhou Jiankun has stepped down, and Wu Qiang, a member of the Standing Committee of the Guizhou Provincial Party Committee and secretary general of the Provincial Party Committee, has become the new secretary of the Bijie Municipal Party Committee.
Wu Qiang is also the first person to serve as the new secretary of the Bijie Municipal Party Committee directly as a member of the Standing Committee of the Guizhou Provincial Party Committee since its establishment.

It should be noted that Bijie was once the main battlefield for poverty alleviation in Guizhou and even the whole country.
On May 15, 2014, General Secretary Xi Jinping made important instructions to the Bijie Pilot Zone, giving the Bijie Pilot Zone the historical mission of "breaking new ground for the comprehensive construction of a moderately prosperous society in poor areas" and "exploring new experiences in the practice of multi-party cooperation and service reform and development".
On July 18, 2018, General Secretary Xi Jinping made important instructions to the Bijie Pilot Zone, requiring "ensuring that the battle against poverty is won on time and striving to build a demonstration zone that implements the new development concept".
According to public information, by the end of 2014, Bijie still had 1.659 million poor people, which is the city and prefecture with the widest poverty, the largest number of poor people and the heaviest task of poverty alleviation in Guizhou. Through the efforts of all parties, in November 2020, all 66 poverty-stricken counties in Guizhou Province were lifted out of poverty.
However, after the poverty alleviation, how to consolidate and expand the results of poverty alleviation and the effective connection with rural revitalization tests the rulers of Bijie City.
"Bijie is a place that General Secretary Xi Jinping has always been very concerned about and very concerned about, and has a special and important position in the overall development of the province, and the task of consolidating and expanding the achievements in poverty alleviation, comprehensively promoting rural revitalization, and achieving high-quality development is arduous and arduous."
At the meeting of leading cadres on August 16, Chen Yiqin said that the appointment of Comrade Wu Qiang, member of the Standing Committee of the Provincial CPC Committee, as secretary of the Bijie Municipal CPC Committee is a further strengthening of the leadership of the Bijie Municipal CPC Committee.
