At about 5:18 a.m. on June 4, a train collided with railway construction personnel on the Lanxin Railway, killing nine people. There were no injured persons and the route of the incident has resumed traffic.

Lanzhou Railway Bureau reported that from 4:06 to 7:06 on June 4, according to the lanxin line skylight construction plan, the lanxin railway jade to Jinchang district closed down line, Wuwei public works section to carry out large machine maintenance operations, at this time the upward line is still in a normal state. According to the internal "Accident Rapid Report" of the Lanzhou Railway Bureau, the 9 deceased people were all workers in the Wuwei Engineering Section of the Lanzhou Railway Bureau, all of whom were labor outsourcers. A total of 59 people participated in the operation on June 4. In addition, the accident site was not within the planned maintenance interval. The prescribed maintenance operation section is k361+900 to k367+800 meters, while the accident occurred at k361+401 meters.

Some railway experts who did not want to be named analyzed the "Finance" reporter that in general, when performing maintenance work, the downward line maintenance operation and the upward line are operating normally. The accident site is 500 meters away from the operation site, it is estimated that the labor workers are on the upward positive line to the work site, did not expect that there was a car driving behind, or wanted to wait to see the car come and then get off the road, it was too late.

A person who has been working in the railway system for more than 20 years told Caijing that labor outsourcing is more common in the railway system, and many public works sections recruit a large number of migrant workers for operations. Many labor workers do not fully necessary the professional quality of railway personnel even after training, and the usual construction and maintenance work can sometimes not be completed on time, and casualties and accidents occur occasionally.

The above-mentioned railway system personnel analyzed the "Finance" reporter that on the one hand, the accident was a weak safety awareness of labor outsourcing personnel, on the other hand, it also reflected that the prevention and control personnel at the scene were not in place, and there may be management omissions.

The k596 train that occurred in the accident departed from Urumqi in Xinjiang to Hangzhou, Zhejiang, departing from Urumqi Station at 10:34 on June 3 and is expected to arrive at Hangzhou Station at 18:22 on June 4, with a full running time of 55 hours and 48 minutes. At the time of the accident, the train traveled between Zhangye Station and Jinchang Station in Gansu province of Lanxin Railway, which was under the jurisdiction of Lanzhou Railway Bureau.

Lanzhou Railway Bureau said that after receiving the accident report, the railway department quickly launched an emergency response plan and went all out to carry out rescue and aftermath work. The railway department expressed deep condolences to the victims and expressed condolences to the families of the victims. According to the incomplete statistics of the "Finance" reporter, similar accidents of trains colliding with operators also occurred in 2016, 2013 and 2008.

Taking the accident on November 22, 2013 as an example, the D28 train from Harbin to Beijing hit five line operators while traveling to the Qinshen Passenger Line, causing 4 deaths and 1 injury. According to the preliminary identification report of China Railway Corporation, the cause of the accident was caused by the illegal operation of the line employees, the operation team leader led the operators into the closed network to cross the line in violation of the regulations, the on-site protection personnel were seriously derelict in their duties, there was no contact and protection, and other operators had a weak sense of safety and poor self-protection awareness, which eventually led to the accident.
