At about 16:00 on April 27, 2018, at the village department of Shuiquangou Village, Fengyingzi Town, Chengde High-tech Zone, the criminal suspect Zhang Zhiqiang (male, a villager of Shuiquangou Village, Fengyingzi Town) stabbed Li Xueli, director of Shuiquangou Village, to death on the spot with a controlled knife. After the murder occurred, the working committee of the high-tech zone attached great importance to it, made emergency arrangements, and immediately set up a special case team and a leading group for the handling of the aftermath, and the leaders of the work committee quickly rushed to the scene of the crime and asked the public security organs to go all out to investigate the case and find out the cause; the main responsible persons of the party committee and government of Fengyingzi Town immediately comforted and comforted the victim's family.
After investigation by the public security department, the facts of the case have been clarified as follows: At about 9:00 a.m. on April 27, 2018, the village built a road to the door of Zhang Zhiqiang's house, Zhang Zhiqiang asked the road construction personnel to build a small dam at the door of his home, the construction personnel said that the matter of building a small dam in front of Zhang Zhiqiang's home was not within its construction scope and could not meet its requirements, Zhang Zhiqiang claimed: "If you do not build a small dam at the door of his home, you cannot build at the door of his home", and the construction personnel informed the village director Li Xueli of this situation. Li Xueli then came to the construction site, and after arriving at the site, Li Xueli discussed the matter with Zhang Zhiqiang's ex-wife Li Cuiju, and finally the village director Li Xueli said that he could not meet the requirements of his Zhang Zhiqiang's front door to build a small dam, and then Li Xueli left the construction site. At 14:00 on April 27, 2018, Xu Zhiqiang rode a motorcycle to the Shuiquangou Village Committee, found Li Xueli in the office of the village director and negotiated with him about the small dam in front of his home, Li Xueli rejected Zhang Zhiqiang on the spot, Zhang Zhiqiang then left the village committee, and more than ten minutes later Zhang Zhiqiang came to Li Xueli's office again with a spring knife and stabbed Li Xueli to death with a knife. The autopsy report proved that Li Xueli died of hemorrhagic shock due to heart rupture caused by chest stabbing. On May 9, 2018, the criminal suspect Zhang Zhiqiang was arrested with the approval of the Shuangqiao District People's Procuratorate in Chengde City on suspicion of intentional homicide.
