The moth we are going to introduce today is the dancing poison moth.
Listening to the name, you may think that "she" can fly and dance, but the real face is not so. Dancing moths are fully metamorphosed insects, and their growth passes through four insect states of eggs, larvae, pupae, and adult insects, and this cycle is a generation.
Dancing poison moth is the famous big stomach king, wide food, great harm, more annoying is that it likes to run around blindly, steal food everywhere.
Am I very good at eating? Hahaha
The dancing moth prefers to gather at night to lay eggs in bright places, so it is easy to spawn on the superstructure, hull and container surface of ships anchored in the port.
In this way, it will "travel the world" with the flow of ships, and whenever it has the opportunity, it will "smuggle" ashore from the ship. They also produce a large number of "offspring" that cause enormous damage to the local forest and environment.
According to the geographical distribution and living habits, the dancing poison moth can be divided into Asian type dance poison moth and European type dance poison moth.
As early as 1869, the European-type dancing poison moth sneaked into the United States and spread, and the Americans have spent more than a hundred years of efforts to eradicate it, and its epidemic area is still slowly expanding.
Female adults of the Asian dance poison moth have strong flying ability, and there are 1 times more plant species that can be harmed than the European type dance poison moth, so it is considered by the United States to be more harmful to the Asian type dance poison moth.
Since 1991, the United States has begun to monitor the Asian dance moth, and in the monitoring, it was found that the Asian dance moth has been "smuggled" to the United States many times by ship, container and cargo. This foodie moth with a better appetite and faster flight thus arrived in North America.
However, this time the luck of the Asian dance poison moth is not as good as the European type dance poison moth, not only was it quickly arrested by the local phytosanitary personnel, in 2009, the North American Plant Protection Organization also issued a special phytosanitary measure standard for the Asian type dance poison moth, and carried out special inspection of the dance poison moth for ships calling in the Asian type dance poison moth epidemic area, including China.
NAPTU Standard 33 requires:
(1) Ships, containers and cargo from the Disease-resistant areas of Asia must be accompanied by the certification documents of "Ship No AGM Quarantine Certificate" and "Cargo Without AGM", otherwise entry will be refused.
(2) Strict detention inspection is implemented at the time of entry, and if the Asian-type dancing poison moth is found, the ship may be required to leave the port, and only after the Asian dancing poison moth has been completely removed, the ship and cargo can return to the area of the North American Plant Protection Organization and will be inspected again.
(3) Once the dancing poison moth is found multiple times on ships from the same port, all ships in that port will be prohibited from entering North America.
This directly cut off the back road of the Asian dance poison moth to "steal North America". Subsequently, Chile and New Zealand implemented the ship inspection policy of the dancing moth in 2013 and 2017 respectively.
In order to actively respond to special quarantine measures in North America and fulfill international obligations, China has carried out monitoring and investigation work at terminals, forest areas and container depots within 5 kilometers of ports and surrounding areas across the country since 2007.
After the assessment of the above-mentioned national quarantine departments, China's China Inspection Group has become a foreignly recognized third-party inspection agency (a total of 26 institutions in the world have been recognized), according to the application of the ship owner or its agent, the ship to North America, Chile and New Zealand and other countries to carry out poison moth inspection, and issue a certificate.
The flying season of the dancing moth is coming, and the customs hereby reminds all shipping companies and ship agents:
Please don't forget to do a "physical examination" for your outbound ship in advance, give a "preventive injection", and apply to the China Inspection Group and its inspection agencies at various ports in time to handle the inspection of the ship of the poison moth, and it is not too late to get the "ship no Asian type of dance moth inspection certificate".
During the active period of the dancing poison moth, if the ocean-going ships are berthed in high-risk ports, they should also try to keep the ship clean and tidy, minimize the lighting on the ship, close the doors and windows of the living area as much as possible, and maintain self-inspection during the voyage, so as to prevent the poison moth from "smuggling" on the boarding boat and bring unnecessary losses to their ships.
