The European Commission has recently published phytosanitary requirements that refine the relevant content of the Regulation on Protective Measures for Plant Pests (eu) 2016/2031, regulating the management of pests, plants, plant products and other quarantine substances, as well as the quarantine requirements to be met to protect the EU from phytosanitary risks, covering a total of 14 appendices.

What are the new provisions of the regulations?

The regulations specify the list of quarantine pests of concern on fruits of imported citrus, apple, pear, mango and plum, and require exporting countries to carry out quarantine in accordance with regulations and issue plant quarantine certificates.

What are the specific pests?

1.

Export EU fruit phytosanitary certificate

What are the new requirements?

The new requirements are mainly reflected in the additional declaration in the phytosanitary certificate.

Chinese customs are required to provide the status of the non-epidemic area to the European Commission in writing in advance and obtain the commission's approval.

Taking citrus as an example, the European Union has recognized China as a non-epidemic area for citrus xanthomonas and citrus spotted bacteria, but there are specific quarantine requirements for citrus from areas where citrus canker disease and citrus leaf spot mold occur.

Production sites and their immediate vicinity are required to implement European Commission-approved treatment and infection prevention techniques for pests of concern; official inspections carried out by customs at a suitable time before export indicating that there are no pests of concern, and the Phytosanitary Certificate should indicate traceability information and the method of treatment.

The certificate should be detailed with traceable information, including the registration number of the packaging plant, the registration number of the orchard, the batch number, etc.

Additional declaration examples

Taking the requirements of the "Phytosanitary Certificate" for the export of citrus as an example, the EU quarantine requirements are implemented in four cases and stated on the certificate:

The first is from areas where citrus xanthomonas, citrus spotted bacteria, citrus canker bacteria and citrus leaf spot mold have not occurred

In the area of origin and its immediate vicinity, customs conducts at least monthly official inspections of susceptible fruits in the family Fruitidae (non-European species) for the period from the beginning of the last full growth cycle to the three months prior to harvest, and the fruit received at the place of origin has been certified to be free of relevant pests by appropriate official inspections;

The second is the production area that belongs to the area where citrus canker disease is endemic, but the others meet the first requirements

Increased requirements for the implementation of appropriate treatment and infection prevention cultivation techniques for citrus canker bacteria; the fruit has been treated with sodium hypochlorite solution, and inspections carried out by customs at a suitable time before export indicate that there are no citrus canker bacteria;

The third is a case where citrus leaf spot mold occurs, but the others meet the first requirements

Increased requirements Since the beginning of the last planting cycle, customs has carried out inspections of production sites during the growing season, no citrus leaf spot mold symptoms have been found in the fruit, and fruits picked from that place of origin have been free of citrus leaf spot mold symptoms in the official inspection of representative samples carried out prior to export in accordance with international standards;

The fourth type is citrus in the production area that belongs to the area where citrus canker bacteria and citrus leaf spot fungus are infested, and the quarantine requirements in the first, second and third cases must be met at the same time.

China inspects and quarantines the export of EU fruits

What are the requirements?

It mainly includes three aspects:

1. Exports of EU fruits must come from registered orchards and packing plants

2. For the export of EU citrus, orchards should implement targeted field management to effectively prevent fungal infections, and citrus from areas where citrus canker bacteria occur need to be treated before export.

3. For the five export fruits of citrus, apple, plum, mango and pear of concern to the EU, the customs of the place of origin conducts regular inspections and no harmful organisms of EU concern are found.
