Guiyang County is the largest and most populous county in Chenzhou City, with a relatively large base of children in distress and many objects that need to be cared for. In view of the existing problems, Guiyang County has gradually established a three-level "county, township, and village" three-level rural left-behind children care and protection work mechanism, established township (street) social work stations, built a social organization incubation base, formed a government-led and social force active participation in the work pattern, left-behind children care and protection and children in distress have achieved good results.
Guiyang County has carried out a series of volunteer service care activities such as "Caring Heart, WarmIng Rural Left-behind Children", "You Stay Behind, I Guard", "Hand in Hand, Happy Growth", "Companions, Dreams and Wishes", etc., which has stimulated the consciousness of volunteers to fulfill their obligations, serve the masses and contribute to society, and has continued to carry out volunteer service activities for caring for rural left-behind children in a planned, organized and targeted manner. According to statistics, from 2019 to 2021, the Guiyang County Civil Affairs Bureau organized volunteer teams to go deep into communities, village groups and schools, carried out more than 20 love and assistance activities, attended more than 30 public welfare classes, and carried out 220 case volunteer services; distributed love materials, condolence funds, and implemented temporary assistance projects for life, medical care and education, equivalent to more than 1.3 million yuan, benefiting more than 2,000 poor children.
In view of the conspicuous problems that urgently need to be solved in the lives of rural left-behind children, Guiyang County organized cadres and workers to concentrate on volunteer service activities; at the same time, according to the characteristics of service projects, organically combined centralized activities with scattered activities carried out by party members and cadres, and expanded volunteer service activities to all aspects of rural left-behind children's lives. For problem children, the Guiyang County Juvenile Protection Center, the Charity Federation and other units, together with the Gu county volunteer association, rongcheng volunteer association, good people association, Zhongzhi social work service center and other public welfare organizations, timely psychological counseling, love and support, so that they can get out of the predicament, establish a positive and optimistic attitude.
Guiyang County has strengthened the education of cadres and workers, encouraged cadres and workers to give full play to their own strengths, and actively participate in child care and protection volunteer service activities. At the same time, we should pay attention to the practical results of our work, standardize and orderly, and not engage in a gust of wind or formalism. Since its establishment, the civil affairs volunteer service team has carried out volunteer services more than 40 times, and at the same time actively guided social forces to participate in child care and protection work, from 2020 to 2021, hand in hand with the county financial insurance company, the county charity federation, Chenzhou Guangju Social Work Service Center and other caring enterprises and social organizations to raise funds and fundraisers, help the fact that there is no one to raise children, children in distress, left-behind children and other improvement of living and learning conditions, to help escort the healthy growth of children in distress.
In order to let every cent of charity relief funds be used on the people in real difficulty, Guiyang County actively mobilized volunteers and social workers to verify the objects of application for assistance one by one, and strive to identify and rescue the objects accurately. According to statistics, in 2021, 5.529 million yuan of orphanage parenting funds will be distributed to 970 orphans and de facto unsupported children; two batches of charity and love milk powder will be distributed to children in distress, worth more than 500,000 yuan; 20,000 yuan will be used to comfort the children in distress of the Kuzhi Yucai Charity School; visit and comfort children in distress, and distribute love materials such as clothing, stationery, and sports equipment, worth 35,000 yuan. Through different forms of assistance, the living and learning conditions of left-behind children and children in distress have been effectively improved, and a policy safety net for left-behind children and children in distress has been built.
