Historically, the population of spotted seals in Liaodong Bay has flourished, reaching more than 8,000 in 1940, and due to overfishing and environmental pollution and the destruction of the ecological environment caused by port engineering, the population of spotted seals has decreased sharply, and the population in 1979 was only 1908. The local government attaches great importance to it, and after a number of protective measures, the number of seals in Liaodong Bay rebounded to 4,500 in 1993. However, due to the increase in poachers and the deterioration of the habitat environment, the population of spotted seals in Liaodong Bay is still declining, and there are about 2,000 remaining ones.

Yingkou is located in the northernmost part of Liaodong Bay, adjacent to the mouth of the Liaohe River and the Daliao River, and is an important habitat for spotted seals. In order to promote the protection of spotted seals in Liaodong Bay, the China Green Development Council recently officially established the "China Spotted Seal Sanctuary Yingkou", which was initially established into a protection network with the "China Spotted Seal Sanctuary Dalian" in the south and the "China Spotted Seal Reserve and Panjin" in the west.

Zheng Wenjun, the head of preparation of "Yingkou Chinese Seal Sanctuary", as an intermediate engineer of the Yingkou Breeding Station of the Chinese Academy of Fishery Sciences, is mainly engaged in resource conservation, ecological restoration and environmental monitoring, and has undertaken national scientific research projects in recent years, including the monitoring and evaluation of indigenous fish, endangered species and exotic species in China, and environmental pollution in fishery waters. The backbone members of the team include Teacher Liu Jie and other caring people with many years of rescue experience, and at the same time, they have received the coordinated help of the directors of the surrounding China Protected Areas.

Through the construction of a social welfare nature reserve for the purpose of protecting spotted seals, it will play an exemplary role in the protection of spotted seals nationwide.
