From September 1 this year, the newly revised "People's Republic of China Work Safety Law" began to take effect, we call on everyone to study and make good use of the new "Work Safety Law", "Maritime Traffic Safety Law" and other laws and regulations, consciously produce according to law, enhance the awareness of safety risk prevention, ensure that everyone is safe for life, fishing goods are fully loaded, I hope you will remember:
First, there are tens of millions of roads to prosperity, and the first one is safe production. People are supreme, life is supreme, and security is the premise of development and a passport to happiness. Everyone was born by the sea, grew up by the sea, used to rely on the sea to eat the sea, go out to ask for sea fishing to make money to support the family, live a good life, at home parents and wives and children hope that you can be safe, full of loads, a family reunion. Fishing boats are a home, safety depends on everyone, we must always pick up the burden of the main responsibility for the safe production of fishing vessels, keep safe production in mind at all times, put various measures for safe production in place, take safety on the job, and bring happiness home.
Second, the safety hazards are not spared, and they are often investigated and corrected. Before going to sea, the captain of the ship owner should personally organize a general physical examination of the fishing vessel, eliminate all kinds of safety hazards and signs of accidents, and never let the fishing vessel "bring disease" to the sea operation. Life jackets, life rings, life rafts, fire extinguishers, pieces are life-saving equipment, should be equipped according to regulations, to maintain good technical performance; navigation lights, work lights, anchor lights, runaway lights, each is a safety lamp, can not be misplaced, light on the wrong light, do not light up. The crew must participate in training before going to sea, master the safe production knowledge and skills of fishing on a boat, and hold a certificate to take up a post.
Third, there are rules for safe production, scientific and rigorous to avoid disasters. Dear shipowners, we must implement the main responsibility for safety production management, establish and improve and strictly implement the safety production responsibility system for all employees. The captain and crew must operate according to the operation process during the fishery production period, and do not blindly and arbitrarily. It is necessary to resolutely reject the "five super-super-behaviors" ("five super-super-behaviors" such as over-staffing, overloading, ultra-high, over-navigation area, and ultra-wind navigation production), and achieve "five-not going to the sea" (not going to the sea if the safety facilities and equipment are not in order, not going to the sea if the safety hazards are not rectified in place, not going to the sea when the crew is not equipped with insufficient duty, not going to the sea if the bad weather does not listen to commands, and not going to the sea if the marshalling production system is not implemented) and "five no authorization" (not changing the use without authorization, not changing the operation without authorization, not modifying and installing facilities without authorization, and not shutting down the AIS terminal without authorization. Do not disassemble or deliberately shield beidou positioning terminals without authorization). Prevent the collision of merchant fishing vessels do not be sloppy, the captain command should be careful, pay attention to avoid the merchant ship's habitual route channel, carefully sail the ship when crossing the channel, correctly display the number of the lamp, sound the trumpet at regular intervals, keep on duty, insist on night duty, use AIS equipment to identify the alarm in time, take the initiative, advance, and avoid it generously. When the typhoon comes, listen to the instructions, return to the nearest port to avoid the wind, and withdraw early and be safe.
Safety production, the responsibility is heavier than Taishan.
