Before the adjustment, Ling Zhifeng served as the secretary of the party committee and director of the Zhejiang Provincial Emergency Management Department.

According to the public resume, Ling Zhifeng was born in October 1968, graduated from the Law Department of Chinese University in 1990, worked in Fuyang in the early days, and successively served as the chief of the legal section of the Fuyang Municipal Government Office, the deputy director of the Fuyang Municipal Government Office, the mayor of Gaoqiao Town, Fuyang City, and the secretary of the town party committee.
In 2002, Ling Zhifeng was transferred to the Standing Committee and Director of the Organization Department of the Chun'an County CPC Committee of Hangzhou, and in 2008 he was appointed Deputy Secretary of the Chun'an County CPC Committee and Secretary of the Political and Legal Committee, and in 2009 he was appointed Acting County Governor of Chun'an County.
In January 2010, Ling Zhifeng was appointed as the county magistrate of Chun'an County, and in November 2011, he was appointed as the secretary of the Chun'an County Party Committee.
In 2014, Ling Zhifeng was transferred to the Standing Committee of the Shaoxing Municipal Party Committee and the Director of the Shaoxing Municipal Public Security Bureau, in 2017 he was appointed as the executive vice mayor of Shaoxing City, and in April 2018, he was appointed deputy secretary of the Shaoxing Municipal Party Committee and secretary of the Political and Legal Committee.
In October 2018, Ling Zhifeng was transferred to the Party Secretary and Director of the Zhejiang Provincial Emergency Management Department. On October 18 this year, the Organization Department of the Zhejiang Provincial Party Committee issued a pre-appointment announcement for cadres, in which Ling Zhifeng intends to be the secretary of the party committee of the districted city.

Chen Long, former secretary of the Jinhua Municipal Party Committee, born in July 1964, served as deputy director of the General Office of the Zhejiang Provincial Government, deputy secretary-general of the Zhejiang Provincial Government, director of the Zhejiang Provincial Water Conservancy Department, secretary of the party group, and was transferred to the secretary of the Jinhua Municipal Party Committee in February 2018.
