According to the Fuzhou News Network on November 2, in order to implement the special action deployment of the municipal party committee and the municipal government to "tackle the tough problems for 120 days" and the work requirements of "grasping the end" of scattered pollution, further explore the long-term management mechanism of scattered polluted enterprises (places), and continuously improve the quality of the ecological environment, Fuzhou City recently issued the "Deepening the Rectification of Scattered Polluted Enterprises (Places) and Carrying Out the 2021 "Chaos and Decontamination" Action Plan, marking the acceleration of the "Chaos and Decontamination" offensive action in 2021.
The "Plan" proposes that this round of offensive actions should achieve "three guarantees", that is, to ensure that the scattered polluting enterprises (places) in the rectification list are implemented in accordance with the "one enterprise, one policy" rectification plan, and there is no "resurgence" phenomenon; to ensure that the key industries in the jurisdiction are effectively promoted and the results of industry rectification are continuously highlighted; to ensure the implementation of long-term mechanisms, to promote the continuous improvement of environmental quality, and the sense of gain, satisfaction and security of the masses continue to improve.
The offensive operation is divided into 4 stages. Before September 30, for the deployment preparation stage, the main work team and responsibilities at all levels, full mobilization and deployment, extensive publicity, combing the list of problems; October 1 to December 15 is the comprehensive attack stage, will be while exploring and sorting out the rectification, the enterprises under the jurisdiction of the regulations one by one to file and make a list, the formation of scattered pollution list, the formation of a county-level acceptance team one by one acceptance and the formation of a municipal supervision group to carry out spot checks on the rectification situation; December 16 to December 31 is the summary and evaluation stage; after December 31, will refer to the "Plan" Work content, normalize the rectification of scattered polluting enterprises (places).
From December 2020, Fuzhou City launched a six-month special rectification of scattered polluting enterprises (places). Through the joint efforts of the whole city, a total of 3266 scattered polluting enterprises (places) were found, and through the closure and banning of 1674, the integration and relocation of 105, and the upgrading and transformation of 1487, all rectification was completed, and the "two improvements" of the air and water indicators of ecological environmental quality were realized, and the number of mass letters and visits was "one decline".
According to the relevant person in charge of the Municipal Bureau of Ecology and Environment, this round of "chaos and decontamination" offensive action can be called a 2.0 upgraded version of the special rectification of scattered polluting enterprises (places). While carrying out re-investigation and rectification, Fuzhou City will strengthen planning guidance and promote the realization of rectification and improvement; strengthen the integration of production capacity, increase the elimination of backward production capacity, and free up more land and energy space; strengthen research and evaluation, and pay attention to the rectification of regional and industrial scattered pollution problems in the jurisdiction. In addition, Fuzhou Will vigorously promote the application of electric power big data, carry out a rewarded reporting hotline, mobilize more social forces to participate in rectification, and other ways to broaden the channels of clues, and increase the intensity of clue verification to ensure that the rectification achieves higher practical results.
In order to expand the complaint channels for the rectification of scattered pollution enterprises, Fuzhou City has set up a hotline for reporting scattered pollution rectification: 0591-86129110, and the public can provide clues about scattered pollution through the hotline.
