According to Nandu, the Communications Administration of the Ministry of Industry and Information Technology organized an administrative guidance meeting on October 28 to regulate the pop-up information behavior of enterprise computer PC application software. Alibaba, Tencent, Baidu, 360, Kingsoft, iQiyi, Master Lu, Xunlei and other enterprise representatives attended the meeting. According to reports, the meeting pointed out that on the PC side of the computer, some application software without the user's consent to start the pop-up window to harass users, set obstacles to close, forced bundling and installation of other software and other problems are prominent, seriously infringing on the legitimate rights and interests of users. The meeting demanded that relevant enterprises fully protect the user's right to know, and must not force users to accept the product self-start pop-up window or provide related services by means of "tacit consent"; respect the user's right to choose, provide users with clear, effective and significant pop-up information closing options, and must not use false or too small closing buttons to mislead users.
In fact, the advertising chaos of PC-side software appeared earlier. After all, the computer Internet popularized earlier, and the "advertising for free" network traffic business also originated on the PC side. A well-known company has gained a large number of users with the "first free antivirus software model" and has become an Internet giant in one fell swoop. At that time, in order to compete for the user's computer and browser, a lot of software can be said to be all-purpose, some arbitrarily tamper with the user's browser settings, modify the browser home page into their own web page and lock, so that the user can not change, some boot automatically start, and in the background random pop-up advertising pop-up window, and even ads will automatically maximize the operation, and some software will force the installation of other software developed by their own company or even promote third-party software. Some software installation is fully automated, almost no user intervention, but to uninstall is as difficult as ascending to the sky, to confirm over and over again, each step is changed to "save" the user. Some software, once installed, can not even find the entrance to uninstall, or after uninstallation always has a tail, the user is not careful it may come back at any time.
These software are called "rogue software" and "family buckets" by users. However, as the relevant departments increase the rectification of mobile Internet advertising, the order of mobile Internet advertising has improved (according to reports, the above-mentioned administrative guidance meeting of the Communications Administration of the Ministry of Industry and Information Technology pointed out, "After special rectification, the information behavior of major Internet enterprises (TOP100) in opening pop-up windows on the mobile APP terminal has been further standardized, and the problem of 'can't turn off' and 'random jumping' has been basically solved), and the problem of chaos in computer-side network advertising has been highlighted."
On July 18, 2021, the "Investigation Report on PC Application Software Network Pop-ups" released by the Jiangsu Provincial Consumer Protection Commission showed that some network pop-ups had illegal content, involving false publicity, pornography and vulgarity, and many software pop-ups could not be "closed with one click". After the Jiangsu Consumer Protection Commission interviewed the corresponding software development enterprises, the enterprises expressed their intention to rectify. However, as a consumer protection organization, the Consumer Protection Commission does not have the administrative power to enforce enterprises. This rectification is the intervention of the industry authorities, for these enterprises, the pressure will inevitably be greater, and it is more likely to be truly rectified.
Software is free for users, through advertising to obtain revenue, this business model is beneficial to users to a certain extent. However, the advertising of the software should also be moderate, and the user's right to know and choose should be fully respected, and the user should be guaranteed to close the advertisement with one click, and the advertising pop-up function can also be closed within a certain time limit, and the user should not be given the right not to use the software.
The user's own computer must be the user's master. For rogue software, the relevant departments should strengthen supervision, the Consumer Protection Commission should strengthen supervision, and it should also facilitate users to file infringement lawsuits with software developers, and completely sweep rogue software out of the user's computer through civil judicial means and sweep out the entire market.
