The reporter learned from the Shanghai Municipal Development and Reform Commission that in order to optimize the travel structure of citizens, improve the service quality of cruise vehicles, and enhance the attractiveness of drivers' careers, Shanghai will optimize the city cruise car fare mechanism (regional cruise car freight rates have been authorized to be formulated by the people's government of the district). On November 15, the Shanghai Municipal Development and Reform Commission will hold a hearing on optimizing the fare mechanism of the city cruise car at the Shanghai Science and Technology Museum to listen to the opinions and suggestions of all sectors of the society on the pricing scheme of the optimization of the fare mechanism.

According to the relevant provisions of the General Office of the State Council "Guiding Opinions on Deepening Reform and Promoting the Healthy Development of the Taxi Industry" and other relevant provisions, the Municipal Development and Reform Commission, together with the Municipal Transportation Commission and other relevant departments, has formed a pricing plan to optimize the fare mechanism of urban cruise vehicles, including three aspects:

(1) Optimize the tariff structure

It can be summarized as "three unchanged, two optimized, one additional". The three items of starting price, over-transportation distance increase and night-time fare increase remain unchanged; the over-minimum mileage freight rate and low-speed waiting fee are optimized; and a major holiday surcharge is added. "Two optimizations, one addition" specifically includes the following three aspects: the first is to adjust the freight rate of the super-minimum rental mileage from 2.5 yuan / km to 2.7 yuan / kilometer; the second is to adjust the low-speed waiting fee from "charging 1 kilometer of the super-minimum mileage freight rate every 4 minutes" to "charging 1.5 kilometers of super-minimum rental mileage freight rate every 4 minutes"; the third is to increase the surcharge for major holidays, and the Spring Festival long holiday, the National Day long holiday and the May Day holiday are additionally charged 10 yuan / single.

(2) Implement tariff fluctuations

The form of fare management of urban cruise vehicles is adjusted from government pricing to government guidance price, and the mode of "base tariff ± floating range" is adopted (the benchmark freight rate is the starting price, the over-minimum mileage freight rate, the low-speed waiting fee, the over-distance markup, and the night fare). In the first stage, the floating range is divided into three gears of +5%, 0 and -5%, which are selected by the cruise car enterprise according to the floating rules. In the second stage, the floating range is expanded to 10% up and down (the specific implementation plan is formulated separately by the Shanghai Municipal Transportation Commission and the Shanghai Municipal Development and Reform Commission). In order to ensure the smooth and orderly implementation of tariff fluctuations, the tariff floating rules and clear price marking implementation plans shall be formulated separately by the Municipal Transportation Commission and the Municipal Development and Reform Commission.

(3) Establish a dynamic adjustment mechanism for freight rates

Establish a dynamic adjustment mechanism for benchmark freight rates linked to factors such as labor costs, power costs, vehicle costs, and operation and management costs of urban cruise vehicle drivers. Based on the relevant statistics in 2021, the price adjustment range will be calculated according to the formula every year thereafter. When the cumulative price adjustment range does not reach 10%, the freight rate adjustment is not started, and the price adjustment range is superimposed to the next year; when the cumulative price adjustment range exceeds 10%, the freight rate adjustment work is started. The specific price adjustment range is capped by the cumulative range, and the specific plan is implemented after the approval of the municipal government.

After the implementation of the program, passenger expenditure increased slightly. According to the 2020 operation data, based on the average distance of 10.1 kilometers, the passenger expenditure per order will increase from 43 yuan to 49 yuan.

According to reports, while optimizing the freight rate mechanism of the city cruise car, Shanghai will take a series of comprehensive management measures to enhance the attractiveness of the industry and improve the quality of industry services. Mainly including:

Strive to improve the quality of industry services. By improving the vehicle appearance level of cruise vehicles, standardizing service levels, carrying out mid- and high-star driver evaluation, and advocating branding services for backbone enterprises, etc., we will improve the service quality of the industry.

Strengthen digital empowerment industry transformation. Accelerate the installation and application of on-board intelligent terminals, improve the "one-click ride-hailing" service function, promote the "Shencheng Travel" service platform, establish a unified supervision platform for the industry, and promote the digital transformation of cruise vehicles.

Optimize and improve the industry governance system. Combined with the revision of industry regulations, increase the punishment for industry violations. Establish a joint regulatory mechanism to implement closed-loop management of the industry. Strengthen the establishment of a credit system, strengthening the recording and application of information such as violations of laws and regulations and untrustworthy conduct, complaints and reports, and passenger service evaluations.
