During the Han Dynasty, the area around present-day Xiaochang County in Xiaogan City belonged to Jiangxia County, Jingzhou. After the Southern and Northern Dynasties, it belonged to Anlu County, Anlu County. During the Southern Dynasty Liu Song Dynasty, Liu Jun, the third son of Emperor Wen of Song Liu Yilong, changed his era name to "Xiao Jian". On this basis, in the first year of Xiao Jian (454 AD), the Southern Song Dynasty established a county in the eastern border of Anlu County and the southern border of Yi County (present-day Luoshan County, Henan Province), which were born of filial piety and long-standing filial piety, and named it "Xiaochang" to praise the simplicity of the people and the prosperity of filial piety. During the Northern Zhou Dynasty, Nanchang County belonged to Anlu County. After the Sui Emperor Yang Jian established the Sui Dynasty, Xiaochang County was subordinate to the Governor of Anzhou. In the first year of Daye (605), Xiaochang County was subordinated to Anlu County. After the establishment of the Tang Dynasty, Xiaochang County belonged to the Governor of Anzhou. In the third year of Yuan He (808), Xiaochang County was merged into Yunmeng County. During the Xiantong period (860-874), Xiaochang County was again established, which was subordinate to Anlu County, Anzhou, Huainan Province. In the second year of the Later Tang Dynasty (924 AD), Emperor Zhuang changed the name of his emperor Li Guochang to "Xiaogan County" in order to avoid the name of his emperor Li Guochang. Of course, whether it is xiaochang or xiaogan, the name is directly related to "filial piety". With the change of name of Xiaochang County to Xiaogan County, Xiaochang County, which lasted for 470 years in history, evolved into Xiaogan County.

Finally, during the Northern Song Dynasty, the area around present-day Xiaochang County belonged to Xiaogan County, Lude'an Province, Jinghu Lake. After the establishment of the Yuan Dynasty, Xiaogan County belonged to Huguanghang Province. After Zhu Yuanzhang established the Ming Dynasty, the area belonged to Hu Guangcheng's declared envoy Si De'an Province. During the Kangxi Dynasty of the Qing Dynasty, the provinces of Guangxing were Hunan Province and Hubei Province, and the area around present-day Xiaochang County belonged to Xiaogan County, De'an Province, Hubei Province. In 1913, Xiaogan County belonged to Jianghan Province. In 1928, Xiaogan County belonged directly to Hubei Province, and the area around present-day Xiaochang County was attached to it. In April 1993, Xiaogan District was abolished and a prefecture-level Xiaogan City was established, with Xiaonan District in the south and Xiaochang County in the north.
