"Political Affairs" noted that Kong Fanfei is a "post-80s", born in October 1980, formerly the deputy secretary of the party committee and director of the Inner Mongolia Electric Power Company Bayannaoer Municipal Electric Power Bureau.

According to the official resume, Kong Fanfei is a native of Qingshuihe, Inner Mongolia, with a university degree, a master's degree in engineering, a senior economist and a senior political engineer.
