Feng Ling, member of the Standing Committee of the Shenzhen Municipal Party Committee and director of the United Front Work Department, said that as of the end of September this year, there were more than 3.7 million commercial entities in Shenzhen, an increase of 7.2% year-on-year, and the entrepreneurial density continued to rank first among large and medium-sized cities in the country. Shenzhen adheres to the reform of the business environment as the "No. 1 reform project", benchmarks the highest and best, deepens the reform of "decentralization and management services" around the whole life cycle of enterprises, continuously improves the working mechanism, and builds and improves the policy system. In July this year, the National Development and Reform Commission issued a special document to promote 47 innovative measures and experiences in Shenzhen in 5 aspects to the whole country, and the demonstration and driving role of Shenzhen's reform was further highlighted. Various international and domestic market players are optimistic about Shenzhen and choose Shenzhen.
Guo Yuehua, member of the party group and deputy director of the Shenzhen Municipal Development and Reform Commission, introduced Shenzhen's "14th Five-Year Plan" development goals and 2013 long-term goals to entrepreneurs, and Shenzhen's industrial layout plan. He pointed out that by 2025, Shenzhen will be built into a modern international innovative city, with a GDP of more than 4 trillion yuan and an added value of strategic emerging industries of more than 1.5 trillion yuan.
Qianhai development is a hot spot within hot spots. Wang Jinxia, member of the Party Working Committee of the Qianhai Cooperation Zone and deputy director of the Qianhai Administration Bureau, introduced the situation in Qianhai, saying that at present, Qianhai has launched 61 measures to comprehensively deepen the reform and opening up plan, forming a new policy system for Huigang and Ligang, which has injected new impetus into the cooperation and development of Shenzhen and Hong Kong enterprises. This time Chinese Xing Yujing, secretary of the party committee and president of the Shenzhen Central Branch of the People's Bank of China and director of the Shenzhen Branch of the State Administration of Foreign Exchange, introduced the difficulty of financing, the reasons for the high cost of financing and the way to crack it. She introduced that the "devil's details" found through the survey show that the sense of financing for private small and micro enterprises is not strong, on the one hand, because the reach rate of financial support policies is insufficient, more than 50% of small and micro enterprises are not clear about the relevant policies to support corporate financing, on the other hand, the financial system of enterprises is not perfect, financial information is not transparent, and the risk appetite of banks under continuous and steady operation does not match the risk premium of first-mortgage enterprise customers. Xing Yujing pointed out that it is difficult for enterprises to obtain financing, and the most difficult thing is in the "first loan". Since June 2020, the Shenzhen Center Branch of Chinese Bank has led commercial banks to go deep into the community to send policies to the door and alleviate the "difficulty of first loan". Combined with the industrial characteristics of each district, 29 banks have "unveiled the commander-in-chief" into the community to provide "differentiated" financial service solutions.

When it comes to the cooperation between Shenzhen and Hong Kong, Zhao Xinzhu, chairman of Sino-Italian Group, member of the Standing Committee of the Guangdong Provincial Committee of the Chinese People's Political Consultative Conference and vice president of the Guangdong Provincial Chamber of Commerce, has a lot of experience. She introduced that Sino-Italian Group set up a branch in Hong Kong in 2013 to serve Hong Kong's industrial economy. To Zhao Xinzhu's delight, a few days ago, he went to Qianhai with CPPCC members to investigate, and met several enterprises of Hong Kong returnees and makers, and the two sides reached a cooperation intention. "We hope that more young people from Hong Kong will come to Qianhai and cooperate to build an associated brand."
Lu Jinqin, executive committee member of the All-China Federation of Industry and Commerce, president of the Federation of Industry and Commerce of all districts in Hong Kong, and chairman of Changxing Group, introduced that the Guangdong-Hong Kong-Macao Greater Bay Area should strengthen platform thinking, strengthen cooperation with the Hong Kong Chamber of Commerce and the government, and help Hong Kong small and medium-sized enterprises integrate into Shenzhen.
