In October 2013, the General Office of the Provincial Party Committee and the General Office of the Provincial Government issued the Opinions on Building a Happy and Beautiful New Village, which started the construction of a happy and beautiful new village in Sichuan. It is proposed to take the demonstration film of new rural construction as the main platform to build a number of happy and beautiful new villages with prosperity, family wealth, people and village beauty through infrastructure, new villages, industrial development, public services and social management.
Sichuan, known as Bashu in ancient times, has 47,000 administrative villages and a permanent population of 81.402 million at the end of 2014, of which 43.713 million are rural (Sichuan Daily, March 7, 2015), making it a large province in southwest China. According to the goal of building a happy and beautiful new village, by 2020, more than 80% of the administrative villages in the province will be built into happy and beautiful new villages, and this people's livelihood project will benefit tens of millions of peasants in the province and play a great role in improving the production and living conditions of farmers.
The construction of Happy New Village mainly runs through the "five major actions" of poverty alleviation, industrial upgrading, transformation of old villages, environmental improvement, and cultural inheritance. According to the plan of the Provincial Committee of Agriculture and Industry, the implementation plan of the "Five Major Actions" will be linked to the "13th Five-Year Plan" and introduced within the year.
The construction of happy and beautiful new villages is to give full play to the main role of farmers, everything for the peasants, everything depends on the farmers, let the farmers be the masters, and let the farmers benefit. With the core goal of increasing farmers' income, we will promote the interaction between new villages and industries; effectively protect the ecological environment, and show the characteristics and personality charm of rural areas. At the meeting on May 27, many places in the province also exchanged and shared their experiences in the construction of happy and beautiful new villages.
