On November 2, the Standing Committee of the 12th Provincial Committee of the Chinese People's Political Consultative Conference held its 22nd meeting to conduct in-depth consultations and deliberations on the theme of "promoting the transformation and upgrading of the private economy in our province". Zhao Long, deputy secretary of the provincial party committee and acting governor, attended and spoke, and Cui Yuying, chairman of the provincial CPPCC committee, presided.
Hong Jiexu, vice chairman of the Provincial Committee of the Chinese People's Political Consultative Conference, made a keynote speech on behalf of the research group, and representatives of CPPCC members and entrepreneurs such as Cao Dewang, Li Jiarong, Wu Xiaoying, Guo Xuejun, Fan Meiqing, Wang Jing, Wu Changnan, Liu Lihua, Lin Jinghua, Zheng Baoyong, Lin Xiaofa, Cai Jinchao, Chen Wensheng, Yang Qingjin, Jing Nong, Li Yanfei, Qiu Yuntao, and You Yuxian enthusiastically offered suggestions. Zhao Long listened carefully to the speeches, fully affirmed the effectiveness of this thematic consultation, and asked the relevant departments directly under the provincial government to further sort out the suggestions, put forward measures, and grasp the implementation. He pointed out that the private economy is an important force in Fujian's economic development, at present, our province is conscientiously grasping the new stage of development, completely and accurately implementing the new development concept, actively serving and deeply integrating into the new development pattern, and promoting high-quality development in an all-round way.
Zhao Long stressed that it is necessary to deeply study and implement General Secretary Xi Jinping's important exposition on the development of the private economy, in accordance with the decision-making and deployment of the Party Central Committee and the State Council and the work requirements of the provincial party committee, always adhere to the "two unwavering", take the supply-side structural reform as the main line, continue to inherit the "Jinjiang experience", and promote the private economy to become bigger, better and stronger. It is hoped that private enterprises will accelerate the transformation to independent innovation, promote technology, product and brand innovation, and improve core competitiveness in the new development pattern; accelerate the transformation to emerging industries, while promoting the upgrading and digital transformation of traditional industries, and seize the commanding heights of industrial development; accelerate the transformation to green and low-carbon, promote energy conservation, consumption reduction and emission reduction with greater efforts, and develop a green circular economy; accelerate the transformation to service-oriented manufacturing, promote the fundamental transformation of industrial models and enterprise forms, and move towards the middle and high end of the value chain; accelerate the transformation to scale operation. Take the initiative to integrate into the construction of modern industrial clusters, take the road of group development, accelerate the transformation to refined management, and establish a modern enterprise system. Government departments at all levels should continue to deepen the reform of "decentralization and management of services" and strive to create a better business environment, policy environment, and government and business environment for the development of the private economy. Efforts should be made to solve such prominent problems as "good policies, insufficient publicity, good measures, insufficient landing, good preferential treatment, and insufficient convenience", to ensure that all kinds of enterprises have fair access to land, labor, capital, data and other elements, and participate in market competition on an equal footing; build a new type of pro-Qing government-business relationship, deal with entrepreneurs and make friends with selflessness and brightness in their hearts, and help enterprises solve practical difficulties and problems with heart and affection.
Cui Yuying stressed that General Secretary Xi Jinping attaches great importance to the development of the private economy, and has repeatedly made important expositions such as "two unwavering" and "innovation does not ask about origin", which has greatly enhanced the confidence of private enterprises in development and pointed out the direction and provided guidance for the high-quality development of the private economy in the new era. Fujian is the birthplace of China's private economy, and the provincial party committee and provincial government have always regarded encouraging and guiding the development of the private economy as the top priority. The Provincial CPPCC Committee should continue to study and implement General Secretary Xi Jinping's important exposition on the development of the private economy and the united front work of the private economy in the new era, closely follow the deployment requirements of the provincial party committee and the provincial government, in accordance with the requirements of Zhao Longdai's speech, and on the basis of focusing on the consultation and discussion of topics related to the private economy for four consecutive years, further do a refined and in-depth "suggestion" article, better play the advantages of "gathering knowledge", and cohesive efforts to create a better tomorrow for the private economy. Cui Yuying also made arrangements for the work of the provincial CPPCC committee at the end of the year.
