Ross's position on the team can be as simple as that of a government liaison officer in charge of operations, responsible for various actions, but it is also a great opportunity for him to achieve the "Red Hulk" transformation. This would give Rose, who has long dealt with superpowers and struggled to take advantage of the situation, the power he has always desired, and provide the opportunity to show. The Falcon and Winter Soldier episode has revealed that other versions of the Super Soldier serum may also exist, so Marvel Studios may have planted the seeds for him to undergo this huge change.
