On November 1, the Office of the Joint Conference on Combating New Types of Illegal Crimes in Telecommunications Networks in Dayi County, Chengdu, issued a circular urging 35 dayi residents of dayi to return to China. According to reports, from now on, the household registration of persons who are illegally stranded in northern Myanmar will be frozen, and those who refuse to return to China within the prescribed time will have their household registration cancelled according to law.
Since the beginning of this year, Chengdu Dayi County has repeatedly urged Dayi residents stranded in northern Myanmar to return to China in accordance with relevant national laws and policies. Through policy inspiration and persuasion from many sources, the vast majority of people illegally stranded in northern Myanmar realized that sneaking across the national (border) border was a criminal act and returned to China in a timely manner, but there are still a small number of people who do not repent, are obsessed, ignore the propaganda policies and strong advice of government departments, and delay or refuse to return to China.
According to the facts of the illegal and criminal acts of those illegally stranded in northern Myanmar that the public security organs have grasped, combined with the actual situation of our county's work of persuading them to return, we hereby give a public warning to the 35 people who are still illegally stranded in northern Myanmar in Dayi County, and order them to return to China before November 30, 2021, otherwise the following measures will be taken in accordance with the law:
1. From the date of promulgation, freeze the household registration of persons illegally stranded in northern Myanmar. Those who refuse to return to China within the prescribed time shall cancel their hukou in accordance with law.
2. Suspend all bank cards and mobile phone card business under the name, suspend third-party payment business such as WeChat and Alipay, and do not open bank cards or mobile phone cards within five years.
3. Persons who are illegally stranded in northern Myanmar and their immediate family members will not pass the political examinations such as enrolment, joining the army, and recruiting civil servants.
4. Where persons illegally stranded in northern Myanmar do not return to their hometown within the prescribed time, all their own policy subsidy (assistance) funds shall be suspended in accordance with laws and regulations.
From the date of issuance of this notice to November 30, 2021, those who voluntarily return to China and report to the police station of the place of household registration may be given a mitigated or mitigated punishment in accordance with law; those with less serious circumstances may be exempted from punishment in accordance with law. The public security organs will resolutely take effective measures to arrest those who refuse to return to China after the expiration of the notice period and severely punish them according to law.
