The challenges brought by climate change to mankind are realistic, severe and long-term, and effective responses require broad global participation and joint action. The White Paper "China's Policies and Actions to Address Climate Change" recently issued by the Information Office of the State Council pointed out that China stands at the height of being responsible for human civilization, actively advocates that the international community adhere to the principle of common but differentiated responsibilities, adhere to what it says, and strive to promote the joint construction of a fair, reasonable, win-win global climate governance system, and contribute Chinese wisdom and Strength to addressing climate change.

President Xi Jinping profoundly pointed out: "The principle of common but differentiated responsibilities is the cornerstone of global climate governance. "Upholding the principle of common but differentiated responsibilities is a matter of global response to the future of climate change. The differences in the historical responsibilities of developed and developing countries for causing climate change, as well as differences in development needs and capacities, are inappropriate and unfair to limit them with a uniform scale. The international community should fully recognize the contribution of developing countries to climate change and pay full attention to the special difficulties and concerns of developing countries. Developed countries should show greater ambition and action, while effectively helping developing countries to improve their capacity and resilience to cope with climate change, and providing financial, technological and capacity-building support to developing countries.

As a responsible major country, China implements a series of strategies, measures and actions to address climate change and actively participates in global climate governance. China has promoted the establishment of multilateral consultation mechanisms such as the "Basic Four" Ministerial Conference and the Ministerial Conference on Climate Action, and actively coordinated the negotiating positions on climate change such as "developing countries with similar positions", which has played an important role in safeguarding the unity of developing countries and safeguarding the common interests of developing countries. Adhering to the concept of "teaching people to fish", China has done its best to help developing countries improve their ability to cope with climate change. Since 2011, China has arranged a total of about 1.2 billion yuan for South-South cooperation on climate change, signed 40 cooperation documents with 35 countries, and trained about 2,000 officials and technicians in the field of climate change for nearly 120 developing countries. From climate remote sensing satellites in Africa to low-carbon demonstration zones in Southeast Asia to energy-saving lamps in small island countries, the achievements of South-South cooperation in China's response to climate change are visible, tangible and effective.

Looking back at the process of human beings to cope with the challenge of climate change, whether countries can translate policy commitments into concrete actions is the key to whether global climate governance can achieve effective results. The Paris Agreement represents the general direction of the global green and low-carbon transition, and is the minimum action that needs to be taken to protect the earth's home. All parties should jointly promote the implementation of the Paris Agreement, and we must persevere and not change orders; we must keep our promises and do not believe in words. It is necessary to actively promote the implementation of the nationally determined contribution goals that have been put forward, translate the goals into policies, measures and concrete actions for implementation, and avoid turning the proposed goals into empty slogans.

China is an important contributor to the conclusion of the Paris Agreement and an active practitioner of the implementation of the Paris Agreement. China announced the goal of carbon peaking and carbon neutrality, and put forward a series of specific measures to increase the intensity of nationally determined contributions, so as to make the greatest efforts to improve the response to climate change and make positive contributions to the global response to climate change with the responsibility of a major country. From carbon peak to carbon neutrality, the European Union will take 71 years, the United States 43 years, Japan 37 years, and China will set itself only 30 years. This means that as the world's largest developing country, China will complete the world's highest carbon emission intensity reduction, and achieve carbon peaking to carbon neutrality in the shortest time in global history. At present, China is actively taking action and taking effective measures to implement the strategic deployment of carbon peaking and carbon neutrality. Fabius, chairman of the French Constitutional Council, praised China's significant contribution to the implementation of the Paris Agreement, saying that "President Xi Jinping's announcement of China's actions has rekindled real hope for the world."

On the road of building a community of human and natural life, China is willing to work with all countries in the world to think and work together, work together in the same boat, watch out for each other, help the Paris Agreement to go steady and far, and make greater contributions to the global response to climate change.
