On November 1, 2020, the People's Government of Jianghua County issued a fishing ban order, stipulating that from November 1, 2020, the natural waters of the main stream and important tributaries of the Yangtze River such as the West River and the East River in Jianghua will be banned from fishing all year round (tentatively set for ten years), and productive fishing of natural fishery resources will be prohibited. During this period, fishing in closed areas, during fishing ban periods, or using prohibited tools and methods to catch aquatic products is illegal fishing.

On October 25, joint law enforcement officers set off from the Tianhe Tourist Wharf in two law enforcement boats to conduct a comprehensive inspection of the entire Liantianhe reservoir area, carry out key inspections in some key waters, patrol the river for more than 100 kilometers, conduct tow hook inspections on the backwater bays and ditches where cages and silk nets may be placed, and exhort some anglers who have resistance, and persuade more than 30 anglers. 30 pieces of cages and wire nets of prohibited fishing gear were confiscated, and 63 kilograms of river fish were released. At about 4 p.m., Jiang Mouxiang, Bao Mouguan, and Li Mou were in the river section of the Xiangjiang Dongyuan Tianhe Reservoir Area, using anchorable video fish detectors, loach nesting, and multi-pole multi-hook methods to illegally catch 59 kilograms of wild cockfish, of which Jiang Mouxiang and Bao Mouguan were caught on the spot, and Li fled in chaos. Intimidated by the majesty of the law, on October 26, Li voluntarily surrendered himself.

This action has effectively deterred the illegal fishing phenomenon in the county's rivers, maintained the ecological environment of the county's fisheries, promoted the ecological protection and restoration of aquatic biological resources and water areas, jointly guarded a river and clear water, and helped high-quality economic development.
