The past five years have been five years in which Hunan's various undertakings have made great strides forward, and in the five years in which the people of Hunan have gained a sense of gain, happiness and security.
Central Hunan, impressive. In 2016, the province's GDP exceeded 3 trillion yuan, and in 2020, it exceeded 4 trillion yuan.

The province has built a special 100 billion industry such as tea, oilseeds, fruits, aquatic products, Chinese medicinal materials, and southern bamboo, and the proportion of cash crops in agricultural output value has increased from 67.2% to 72.3%, and the production mode has changed from extensive to fine.

In the past five years, the provincial party committee and the provincial government have focused on promoting supply-side structural reform with the determination and courage of a brave man, and the province has large-scale shut down the backward production capacity in the fields of coal mines, non-coal small mines, fireworks, chemicals, papermaking, smelting, steel and other fields, and the proportion of the six high-energy-consuming industries has dropped by 1.8 percentage points.
In the past 5 years, the province has carried out the creation of green manufacturing demonstration units and created a large number of green factories and green parks. According to the statistics of the Ministry of Industry and Information Technology, the number of green factories in Hunan ranks first in the country and third in the central region. Hunan supported the average annual gdp growth of 7% with an average annual growth rate of 2.3% in energy consumption, and the cumulative energy consumption per unit of GDP fell by 20.1%.
The benefits are better. The total profit of industrial enterprises above designated size in the province exceeded 200 billion yuan for the first time, and the general public budget revenue exceeded 300 billion yuan. The quality of the province's fiscal revenue has improved, and local taxation, local revenue, full-caliber taxation, and total fiscal revenue have risen to the "2345" 100 billion steps respectively, while the proportion of non-tax revenue has dropped by 11.1 percentage points.

The 20 emerging advantageous industrial chains cultivated by the province have developed rapidly and risen to the largest construction machinery industry manufacturing base in the country; The global market share of electric locomotives ranks first in the world......
Implement preferential policies such as preferential income tax for high-tech enterprises and additional deductions for research and development expenses, and encourage enterprises to increase investment in innovation. In the past five years, the province has won 10 first prizes of national science and technology, and the "three super" and "three deep" scientific and technological achievements such as ultra-high yield hybrid rice, supercomputer, ultra-high-speed train and deep-sea "manatee" drilling rig, deep-ground wide-area electromagnetic exploration equipment, and deep-space Beidou satellite navigation system are leading the world.

Accelerate the transformation of scientific and technological innovation achievements. In the past five years, the added value of high-tech industries and strategic emerging industries in the province have maintained an average annual growth rate of more than 14%, and the added value of high-tech industries has accounted for 23.8% of GDP.
To create an inland open highland, the door of Hunan's opening is opening wider and wider.
Create a first-class business environment. Continue to deepen the reform of "decentralization and management of services", adjust 383 items of provincial-level administrative power, and successively announce 200 "one thing at a time" matters, and the average time for enterprise start-up is compressed to less than 2 working days.
Improve infrastructure. With the opening of the Zhangjiajie-Jishou-Huaihua high-speed railway, the 2-hour high-speed rail economic circle in the province will basically take shape, realizing the "county-to-county highway". The province's energy, communications and other infrastructure to accelerate the "weaving network".
Build an export-oriented platform. The Hunan Pilot Free Trade Zone was approved, the China-Africa Economic and Trade Expo settled in Hunan, the customs agencies achieved full coverage of cities and states, and Hunan became a hot land for attracting investment and investment.
In the past five years, the total import and export volume of Hunan has increased from less than 200 billion yuan to 487.45 billion yuan, and the total amount has risen to 14th in the country, and the outward orientation of economic development has been increasing. The province actually used foreign capital of 82.6 billion US dollars, the actual domestic capital in place was 3.1 trillion yuan, a total of 16 new fortune-500 enterprises were added, more than 16,000 industrial transfer projects were undertaken, and more than 700,000 new jobs were created in cities and towns every year.
Innovation and openness have spawned strong momentum. In the past five years, under the background of increasing downward pressure and suffering from the impact of the new crown pneumonia epidemic, Hunan has achieved economic shifting without stalling, and the quantity and quality have been better.
Looking at the financial "ledger", it can be seen that since the "Thirteenth Five-Year Plan", the annual people's livelihood expenditure in the province has accounted for 70%. Under the background of increasing downward pressure on the economy and unprecedented efforts to reduce taxes and fees, Hunan's financial efforts to protect people's livelihood have only increased, and the government has exchanged "tight days" for the people to live a "good life".
Poverty alleviation is the biggest people's livelihood project, and Hunan shoulders the political responsibility of the first place of targeted poverty alleviation. The province has made 51 counties, 6920 villages and 6.82 million people shake off the poverty hat, successfully explored a precise, distinctive and sustainable poverty alleviation path, and created a national model for accurate poverty alleviation in eighteen-hole villages.
Implement the policy of giving priority to employment and build a solid foundation for people's livelihood. The province implements innovative and entrepreneurial projects such as "Double Hundred Funding", takes multiple measures to promote the employment of college graduates, carries out skills training and "point-to-point" labor export, and helps migrant workers and urban difficult people to stabilize employment. In the past five years, more than 3.8 million new jobs have been created in cities and towns in the province, more than 2.3 million new rural labor force has been transferred to employment, and the total scale of transferred employment has reached more than 16 million.

According to relevant statistics, the per capita income of urban and rural residents in Hunan increased from 31,284 yuan and 11,930 yuan in 2016 to 41,698 yuan and 16,585 yuan in 2020, respectively.
The people's sense of gain is more direct and more realistic, and the happiness index is like "sesame blossoms are getting higher and higher".
