On November 30, a reporter from the Beijing News learned from the Beijing Municipal High People's Court that Li Chunhua, former party secretary of the Institute of Urban Development and Environment of the Chinese Academy of Social Sciences (hereinafter referred to as the Institute of Urban Development and Environment of the Chinese Academy of Social Sciences), was sentenced to 11 years in prison and fined 600,000 yuan for accepting bribes.
In December 2018, the website of the Central Commission for Discipline Inspection published the news that Li Chunhua, the former party secretary of the Urban Ring Institute of the Chinese Academy of Social Sciences, had been double-opened. On December 24 of the same year, Li Chunhua was arrested.
The Beijing No. 2 Intermediate People's Court first examined that Li Chunhua took advantage of his position as secretary of the party committee and deputy director of the Urban Ring Institute of the Chinese Academy of Social Sciences in 2018 to accept the entrustment of Luo Mou, the actual controller of Shaanxi Zhengdao Investment Co., Ltd., Shaanxi Hanhua Industry Group Co., Ltd. (hereinafter referred to as Hanhua Company), and Zhang Mou, deputy general manager of Hanhua Company, promising to provide assistance for the business operation of Hanhua Company, accepting 5 million yuan of money from the above-mentioned company, and using the money to purchase personal insurance.
In December 2019, the court sentenced Li Chunhua to 11 years in prison and a fine of 600,000 yuan for accepting bribes in the first instance.
After the first-instance judgment, Li Chunhua appealed that he did not take advantage of his position to promise or implement the benefits of GCA, and that the 5 million yuan involved in the case was a credit deposit.
On November 16, 2020, the second-instance judgment of the Beijing Municipal Higher People's Court found that according to the evidence in the case, during Li Chunhua's tenure in March 2018, he accepted a China Merchants bank card with 5 million yuan from Zhang, and then transferred the 5 million yuan to a bank card under his personal name and used it to purchase insurance products from Anbang Life Insurance Company. On April 11, 2018, Li Chunhua changed the insured of the insurance product to his wife Xue.
The judgment pointed out that Li Chunhua took advantage of his position to promise to provide relevant research results for Hanhua Company, went to Xi'an to investigate, and also promised to provide research data to Luo and others to seek advantages in the business activities of Luo and Zhang's companies, and Li Chunhua's behavior has constituted the crime of accepting bribes.
The Beijing Higher People's Court ruled in the second instance to reject the appeal and uphold the original judgment.
