Reporter Du Zhongying reported that on October 29, the second plenary session of the 40th session of the Standing Committee of the 14th Municipal People's Congress was held.
Yang Zhengxiao, director of the Standing Committee of the Municipal People's Congress, presided over the meeting. Chang Min, Qi Yonghong, Ma Fenglun, Bi Huizhi, He Jiansheng, vice chairmen of the Standing Committee of the Municipal People's Congress, and Li Qingping, secretary general of the Standing Committee of the Municipal People's Congress, attended the meeting. Relevant responsible persons of the Municipal Government, the Municipal Supervision Commission, the Municipal Intermediate People's Court, and the Municipal People's Procuratorate attended the meeting as observers.
The meeting voted to pass the "Kunming Municipal Regulations on the Promotion of Elderly Care Services (Draft)", "Kunming City Urban Water Supply and Water Management Regulations (Revised Draft)", "Resolution of the Standing Committee of the Kunming Municipal People's Congress on Carrying Out the Eighth Five-Year Rule of Law Publicity and Education", "Report on the Qualification Review of Deputies to the Standing Committee of the 14th People's Congress of Kunming City on the Change of Deputies", and "Plan for the Allocation of Delegates to the 15th People's Congress of Kunming".
The meeting voted to approve the appointment and dismissal of personnel. Due to changes in his work, Yang Zhihua was dismissed from his post as director of the office of the Kunming Municipal People's Congress Standing Committee; Du Wen was appointed deputy secretary general and director of the office of the Kunming Municipal People's Congress Standing Committee; decided to appoint Xia Junsong as vice mayor of the Kunming Municipal People's Government; decided to dismiss Zhang Bin, Zhou Hongbin, and Sun Jie from the post of vice mayor of the Kunming Municipal People's Government; Yang Li was appointed deputy director of the Kunming Municipal Supervision Commission; and Zheng Nan was dismissed from his post as vice chairman of the Kunming Municipal Supervision Commission. Li Qingping read out the notice of appointment and dismissal of the Standing Committee of the Municipal People's Congress and made a speech on the appointment of personnel. Yang Zhengxiao issued a letter of appointment to the newly appointed person. Subsequently, the conference held a constitutional oath-taking ceremony.
