President Biden made the remarks at a news conference in Rome after the G20 summit. He then travelled to Glasgow for the United Nations Climate Conference.

U.S. President Joe Biden said Sunday that G20 leaders had made "tangible progress" on common challenges, including climate change. The U.S. and other high-carbon countries are under more pressure to commit to more aggressive action ahead of this week's U.N. climate summit.

At the press conference, asked how he would respond to some experts' disappointment that the G20 climate commitments were not strong enough, Biden said the situation was "related to the large absence of Russia and China."

Biden, however, sidesteps one of the most basic questions: The United States withdrew from important environmental agreements after Trump's victory in 2016. With the 2022 midterm elections and the 2024 presidential election approaching, whether Biden or other Democrats can win and maintain the basic commitment of the United States has been drawn a big question mark.

In fact, Biden is currently the president of the United States with the fastest decline in trust since taking office, which raises concerns about whether the United States can deliver on its environmental commitments.

Speaking at the press conference, President Biden also expressed "confidence" that his infrastructure and social safety net bill will pass congress next week. Together, he said, the bills would allocate $900 billion to climate action.

At the same time, ironically, the Biden administration has taken advantage of the G-20 meeting to encourage oil-rich countries to ramp up production at a time when U.S. energy prices continue to rise, leading to higher gasoline prices and electricity bills. Some climate experts have criticized Biden for encouraging oil production rather than using the opportunity to accelerate the transition away from dependence on oil and clean energy.

Biden also had to admit that "on the face of it, this seems like a satire," but he said the suggestion that "we will be able to switch to renewables overnight" is "unreasonable."

His press conference concluded a trip to the three-day G20 summit in Rome. The G20 is the annual meeting of international leaders representing the world's largest economies. This includes a range of global economic priorities, from the elimination of steel and aluminium tariffs to the development of the world's lowest corporate taxes.

The good news for Biden was that a Gallup survey in early August showed that six months after Biden took office as president, global approval of the United States rebounded from all-time lows during the Trump administration. Support for U.S. leadership is at a median 49 percent, up from 30 percent at the end of Donald Trump's presidency.

But Biden's other purpose is highly unclear. He tried to repair relations with European allies such as France. France said it was caught off guard by an agreement between the United States, Britain and Australia to buy nuclear submarines. President Macron reprimanded Australian Prime Minister Morrison for lying to him on the 1st.

Some European allies also believe that they have not been adequately advised on the withdrawal of U.S. troops from Afghanistan, leaving them with great difficulties.
