Looking back at the road of struggle over the past century, under the leadership of the party, the people of Yunnan have gradually shaken off backwardness and moved toward progress, from closure and openness, from poverty and toward prosperity. Since the Eighteenth National Congress of the Communist Party of China, General Secretary Xi Jinping has visited Yunnan twice and made a series of important instructions such as "one leap forward", "three positions", "five efforts", "four outstanding characteristics" and "four key tasks", which have pointed out the direction of progress and provided fundamental compliance for the development of Yunnan. We adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, keep in mind the mission, forge ahead with gratitude, promote the leapfrog economic and social development of the province, and strive to turn the blueprint drawn by the general secretary for Yunnan into reality.
First, the fight against poverty has won a comprehensive victory. Yunnan has a large number of poor people, a deep degree of poverty, and a great difficulty in poverty alleviation, which has always been the concern of General Secretary Xi Jinping. Keeping in mind the entrustment of the general secretary, the whole province has taken poverty alleviation as a major political task, the top priority of development and the first people's livelihood project, and completed the task of poverty alleviation in the new era as scheduled, all 9.33 million rural poor people in the province have been lifted out of poverty, 88 poor counties have all been removed from the hat, 8502 poor villages have all been listed, the per capita net income of the poor masses has increased from 2301 yuan in 2014 to 10721 yuan in 2020, and 1.5 million people have achieved "removing the poor nest" and "cutting the roots of poverty" through poverty alleviation and relocation, 11" The problems of absolute poverty and regional overall poverty that have plagued Yunnan for thousands of years have been historically resolved, and the solemn promise of "building a moderately prosperous society in an all-round way, and no nation can be less" has been fulfilled.
Second, the "three positions" have made remarkable progress. General Secretary Xi Jinping asked Yunnan to strive to become a demonstration area of national unity and progress in China, a pioneer in the construction of ecological civilization, and a radiation center for South Asia and Southeast Asia. We have implemented the important instructions of the general secretary, the construction of the national unity and progress demonstration zone has achieved remarkable results, it has been named as a national ethnic unity and progress demonstration prefecture (city), the number of demonstration units ranks in the forefront of the country, the total economic volume of ethnic minority areas and the growth rate of residents' income are higher than the average level of the province, and the emotional bond of brotherhood and brotherhood of all ethnic groups, the emotional bond of watching over each other, and the endogenous power of working together to guard the border and strengthen the border and rejuvenate the border are constantly highlighted. The construction of ecological civilization has achieved a historic breakthrough, the water quality of the nine plateau lakes has remained generally stable, the forest coverage rate of the province has increased to 65.04%, the proportion of days with excellent air quality in the prefecture (city) city has reached 98.8%, and a number of beautiful counties and beautiful villages have been built. Solid progress in the construction of a radiation center for South Asia and Southeast Asia, the establishment of 11 multilateral bilateral cooperation mechanisms with 9 countries, and the conclusion of 49 pairs of sister cities with South and Southeast Asian countries, the construction of the China (Yunnan) Pilot Free Trade Zone has shown results, the level of customs clearance facilitation has been continuously improved, economic and trade exchanges with neighboring countries have been further strengthened, and the construction of international corridors between China and Vietnam, China and Laos, and China and Myanmar has been promoted in an orderly manner.
Third, economic development has reached a new level. During the "13th Five-Year Plan" period, the economy grew at an average annual rate of 7.8%, and in 2020, the province's GDP reached 2.45 trillion yuan. Supply-side structural reform continues to deepen, the quality of industrial development has been steadily improved, and efforts have been made to create a world-class "green energy brand", "green food brand" and "healthy life destination brand", green energy has become the largest industry, and green aluminum and silicon production capacity ranks the forefront of the country. The average annual growth rate of the comprehensive output value of key industries of "green food brand" reached more than 16%, and the output and efficiency of key industries such as tea, flowers, vegetables, fruits, Chinese medicinal materials, nuts, coffee, and beef cattle were significantly improved. The service industry continues to develop, reconstructing the new tourism ecology with "one mobile phone tour in Yunnan", and smart tourism has become a new business card for the transformation and upgrading of Yunnan tourism industry.
Fourth, a historic breakthrough has been made in infrastructure construction. Fully implement the major projects of "all access", "interconnection" and "double ten" infrastructure, accelerate the progress of infrastructure construction such as comprehensive transportation, energy, water conservancy, information, and logistics, and take a solid step in the construction of new infrastructure. The province's expressway mileage exceeds 9,000 kilometers, ranking second in the country, 16 states (cities) have achieved highway interconnection, 110 counties (cities, districts) have access to highways, and 100,000 kilometers of newly reconstructed rural roads have achieved a fundamental transformation of transportation infrastructure from bottleneck constraints to basic adaptation. The construction of the water diversion project in central Yunnan has been accelerated, and the first unit of the Wudongde Hydropower Station has been put into operation to generate electricity, and the total installed power capacity has reached a new level of 100 million kilowatts. The 8502 poor villages in the province have achieved 100% full coverage of hardened roads, power and electricity, and optical fiber networks.
Fifth, the social and people's livelihood to make up for the shortcomings to speed up the completion. Since 2015, 73.2% of the province's local general public budget expenditure has been used to solve people's livelihood problems, the social security system covering urban and rural residents has been basically established, and the people's living standards have been significantly improved. The shantytown renovation project of the urban affordable housing project has completed 620,000 sets, and 1.3 million dangerous houses in rural areas have been renovated, benefiting about 7 million people. The per capita income of urban and rural permanent residents reached 37,500 yuan and 12,842 yuan, with an average annual growth rate of 7.5% and 9.5% since 2015. To achieve the basic and balanced development of compulsory education at the county level, the gross enrollment rate of kindergartens in the first three years of primary school has increased by 30 percentage points, the consolidation rate of nine-year compulsory education has increased by 4 percentage points, the gross enrollment rate of high school has increased by 23 percentage points, and the gross enrollment rate of higher education has increased by 22 percentage points. The basic old-age insurance system for urban and rural residents is fully covered, county-level hospitals, township health centers, and village clinics are fully up to standard, and the top three hospitals are fully covered by prefectures (cities), and the level of medical services is comprehensively improved. The party, government, military, police, and people have worked together to strengthen border defenses, and the satisfaction of the masses in the special struggle to eliminate organized crime and evil forces has reached 98 percent.
Sixth, the political ecology has been continuously purified. Resolutely implement the requirements of the party Central Committee for comprehensively and strictly administering the party, persistently put the party's political construction in the first place, tighten the main responsibility of comprehensively and strictly administering the party, resolutely eliminate the poisonous influence in terms of politics, ideology, organization, work style, and discipline, continue to improve the party style and political style, continuously optimize the business environment, continuously strengthen the building of leading bodies and cadre teams at all levels, and further form a good atmosphere for officials to start a business.

Write a good chapter of the Chinese dream in Yunnan on the new journey of comprehensively building a modern socialist country.
