Shanghe County, located in the northwest of Shandong Province, is the northern gate of Jinan City, and is now the capital of Jinan City, Shandong Province. Qihe County, located in the lower reaches of the Yellow River in the Northwest Plain of Lu, is located at the southern end of Dezhou City, across the Yellow River from Jinan City, and is a county under the jurisdiction of Dezhou City.
