In order to fully perform the functions and responsibilities of trade union organizations to safeguard the legitimate rights and interests of employees, enhance the legal awareness of labor managers, comprehensively regulate the management of labor and employment in projects under construction in the whole state, and prevent wage arrears, on October 26, the statewide labor management professional training for construction enterprises under construction and the publicity training course on the payment of wages to migrant workers (the third phase) were held in Changchang. Huang Shibo, member of the party group and vice chairman of the state federation of trade unions, attended the meeting and made a speech. More than 300 people attended the event, including supervisors of 17 counties and cities, owners of construction enterprises and labor managers of projects under construction in Xichang, Dechang, Yanyuan, Muli and other counties and cities.
The training course specially invited Zhang Yuanyuan, deputy director of the Legal Department of the Provincial Federation of Trade Unions, Li Delin, second-level inspector of the Provincial Human Resources and Social Security Department, and Zhang Kairong, director of the Labor and Social Security Supervision Bureau of the Provincial Human Resources and Social Security Department, to give lectures on the "Regulations on Guaranteeing the Payment of Wages to Migrant Workers", "The Duties of Labor Managers in Engineering Project Construction Enterprises", "The Current Eradication of Wage Arrears and Labor Security Supervision Work", "Popularization of law", and "Rapid Handling of Cases of Malicious Wage Arrears or Malicious Wage Solicitation".
Through the method of "teaching + exchange", the training communicates with the legal risk prevention and difficult cases of labor security administrative law enforcement, and through vivid and detailed explanations, further deepens the ideological understanding of labor security supervision, improves the professional ability of trainees, the awareness rate of policies and laws, strengthens the capacity building of labor security supervision and law enforcement, and lays a solid foundation for standardizing the implementation of the wage payment system for migrant workers in projects under construction in the whole state and improving the efficiency of Liangshan Prefecture's eradication of wage arrears.
Participants said that this training from the current labor security supervision work facing the new situation, new tasks, new requirements of the course, rich and comprehensive, practical, benefited a lot, is a training of labor security inspectors, but also for the county (city) construction project construction enterprises to enhance training. In the next step, we will timely convey the knowledge we have learned to the frontline of the grass-roots level, apply it to our own work, continuously improve our professional ability and work quality, implement every migrant worker wage payment system to the letter, and avoid the occurrence of wage arrears from the source.
The training course was jointly organized by the State Federation of Trade Unions and the State Human Resources and Social Security Bureau, with a total of three phases, covering 17 counties and cities and more than 600 units under construction, interpreting in detail administrative law enforcement laws and regulations, sorting out the requirements and measures for the payment of wages of migrant workers, and carrying out advanced experience exchanges, which has a positive role in comprehensively strengthening the capacity building of labor security inspectors and improving the professional level of labor managers, and has created a strong atmosphere for labor management of projects under construction and the popularization of the law on migrant workers' wages throughout the state.
