On February 23, the Public Security Bureau of Dingbian County, Yulin City, Shaanxi Province, successfully arrested Wang Mou, the last major suspect in the Ministry of Public Security's "2020-389" drug target case, and the case was successfully solved.
It has been learned that after a year and a half of continuous tracking and meticulous investigation, the special case team arrested a total of 44 criminal suspects, seized 39 drug addicts, seized more than 1,200 grams of various drugs at the scene, seized 3 motor vehicles involved in the case and several sets of drug processing tools, destroyed an extraordinarily large drug trafficking network involving five provinces of Shaanxi, Ningxia, Inner Mongolia, Gansu, and Shanxi, and cut off a number of drug trafficking routes from Inner Mongolia, Ningxia, and Gansu to Shaanxi.
In November 2019, the anti-drug brigade of the Dingbian County Public Security Bureau obtained a clue that Zhang Mou, a drug-related person in Dingbian County, and others repeatedly purchased drugs from the drug trafficking gang of Qianqi Gao, Tong, Liu and others in Inner Mongolia to sell them in zero bags. Through months of combing and research, the police handling the case initially found that the case involved 5 provinces and 14 cities, more than 80 people involved, and a large number of drug transactions. On October 16, 2020, the case was listed as a drug target case by the Ministry of Public Security for supervision.
The special case team screened the massive data, and the police handling the case found out the basic situation, activity trajectory and other information of the personnel involved in the case, and the time was ripe for arrest and collection. On April 17, 2020, the police handling the case rushed to Qianqi, Inner Mongolia, and with the assistance of the local police, successfully arrested 5 people, including Gao, Tong, Liu, Tong, and Gao, and seized a number of drugs.
After trial, the drug trafficking gang repeatedly purchased drugs from Wuzhong in Ningxia and Ordos in Inner Mongolia, and then sold them to drug-related personnel in Qianqi, Inner Mongolia, Yulin, Zizhou, Mizhi, Wubao, Dingbian, and other places in Inner Mongolia.
The police handling the case followed the line and arrested Zhang, Yan and Li, the gang's off-line drug traffickers, in Dingbian in May 2020, and seized a number of drugs. After investigating Zheng Mou, a downline member of the drug trafficking gang, a drug trafficking gang headed by Lu Mou surfaced. There are 7 main members of the drug trafficking gang, Lu is responsible for raising drug funds and contacting drugs, Li, Zheng, Zhao, Wu and Liu are responsible for transporting, processing and distributing drugs, and Gao is responsible for allowing left-line drug users to take drugs. The drug trafficking gang has repeatedly purchased drugs from other places and sold them to drug-related personnel in Yulin, Ningxia, Inner Mongolia, Qianqi, inner Mongolia, and other cities and counties for profit.
In early June 2020, after the police handling the case learned of the clue that Lu Mougang and Li Moujiang and Zheng Mou drove to Wuzhong in Ningxia to buy drugs, they immediately decided to close the net against the drug trafficking gang. On June 6 of the same year, the police handling the case arrested all 7 criminal suspects in Dingbian, including Lu X, Li X, Zheng X, Zhao X, Wu X, Gao X and Liu X, members of the drug trafficking gang, seized more than 50 grams of heroin at the scene, and seized 1 motor vehicle involved in the case.
On August 21 of the same year, the police handling the case arrested Li mou and Li mou of The drug trafficking gang of Lu mou in Dingbian, and seized more than 500 grams of drugs at the scene. After that, 6 criminal suspects, including Zhong X, Li X, Zhang X, Wen X, Wang X, and Niu X, other drug trafficking personnel of the drug trafficking gang, were arrested in Yulin Yuyang, Zizhou, Wubao, and Dingbian.
In September 2020, the task force found that the main drugs in the case originated from Wuzhong in Ningxia, Ordos in Inner Mongolia, Xi'an in Shaanxi, Lanzhou in Gansu, and Shuozhou in Shanxi. Because the drugs involved in this case are widespread, the Narcotics Control Bureau of the Ministry of Public Security has launched a joint case-handling mechanism between Shaanxi, Ningbo, and Mongolia.
After further meticulous organization and operation of the case, from October to December 2020, the police handling the case rushed to Ordos, Wulanchabu, Wushenqi, Junger Banner, Wuzhong, Ningxia Wuzhong, Yinchuan, Yongning, Shaanxi Mizhi, Wubao and other places in Inner Mongolia to successfully arrest and arrest 10 people such as Meng, Qiao and Jing, seized more than 600 grams of drugs at the scene, and seized 2 motor vehicles involved in the case. At the same time, 9 other people involved in the case, including He X, Liang X and Zhang X, were arrested and arrested in Wuzhong, Ningxia, Lanzhou, Gansu, Shuozhou, Shanxi and other places.
On January 13 and February 23 this year, the police handling the case rushed to Xi'an and Longxi, Gansu Province, respectively, to arrest the last two drug trafficking suspects, Yang Mou and Wang Mou. So far, the drug target case of the Ministry of Public Security has been successfully completed.
At present, 2 people have been criminally detained, 19 people have been arrested and 23 people have been transferred for prosecution in this case.
