Upon receiving the report, the Anti-Corruption Bureau of the Sunke County Procuratorate, which had only two people including the director of the bureau, Ji Wanqin, immediately threw itself into the preliminary investigation. By consulting the relevant soybean subsidy documents, they learned that the state's subsidy for the target price of soybeans must be redeemed to the subsidy recipients through the "one card" of grain subsidies. By inquiring into the bank details and conducting effective analysis, they believe that the account that the subsidy money is withdrawn immediately after entering the account should be regarded as a suspicious account, and there may be illegal arbitrage of subsidies. After screening, the bank card numbers of Liu Tiezhu, Liu Yingxing and Liu Kaihua in Xinhe Village received soybean subsidy payments. Retrieving bank transaction records found that liu welcome and liu kaihua received soybean subsidies from a person named Yang Yanwei, and at the same time found that a soybean subsidy named Zhang Guixiang and a person named Ge Zhongjun were both received by Liu Tiezhu, so Yang Yanwei, Zhang Guixiang, Ge Zhongjun and others entered the line of sight of Wanqin.
In order to learn more about the relationship network and basic situation of the villagers in Xinhe Village, Ji Wanqin contacted the informant again and learned that Yang Yanwei was the wife of Liu Tiezhu, the person under investigation; although Zhang Guixiang settled in the village, he did not live in the village and had no land in the village at all. And Ge Zhongjun's grandfather Liu Tiezhu died as early as 2014. At the same time, the whistleblower also mentioned that in the soybean planting area table reported by Liu Tiezhu, there were four people who were not villagers in Xinhe Village. These circumstances attracted the attention of Ji Wanqin, who decided to conduct a comprehensive verification of the personnel and subsidies reported by Xinhe Village in the soybean planting area. Through verification, he found that the situation was indeed as the whistleblower said, and the soybean subsidies of these people all entered the hands of Liu Tiezhu, and the subsidies that were arbitraged reached 350,000 yuan. Just as Ji Wanqin was preparing to contact Liu Tiezhu head-on to launch an investigation, Liu Tiezhu and the village secretary Wang Meng came to the procuratorate uninvited and admitted that they had taken 70,000 yuan of soybean subsidies, but explained that all the subsidies taken were used for road construction in the village. Ji Wanqin saw through the other party's tricks at a glance and knew that the two had set up an offensive and defensive alliance to deal with the procuratorial investigation.
Seeing that the suspect had been alarmed, Ji Wanqin decided not to delay it, decisively summoned, and made a breakthrough. Considering the large number of people involved in the case and the limited investigative strength of the Sunke County Procuratorate, after reporting to the Heihe City Procuratorate, the Municipal Procuratorate sent a case-handling team led by a deputy director to rush to the aid of the Sunke County Procuratorate to solve the case. One day in February 2017, the case-handling team was divided into four groups, and Liu Tiezhu, Yang Zhonghui, Yang Yanwei, and Wang Meng were controlled separately, and almost simultaneously summoned to the case for interrogation.

After Liu Tiezhu arrived at the case, he refused to admit the criminal facts of individuals taking soybean subsidies. After studying, the case-handling team decided to avoid the real and crack down on the virtual, and each one broke through. Ji Wanqin had previously learned that although Wang Meng, the secretary of the village party committee, was a relative of Liu Tiezhu, he had long been suspicious of Liu Tiezhu's arbitrary and arbitrary behavior in the daily management of village affairs, so he decided to take advantage of the contradiction between the two to break through the case.
Sure enough, during the interrogation, when it was learned from the mouth of the case-handling personnel that Liu Tiezhu had taken a subsidy amount far beyond his imagination, Wang Meng immediately put on a posture of protecting himself, and he confided the truth: Liu Tiezhu had consulted with him and asked him to lie to the procuratorate that the embezzled soybean subsidy money was used to build roads, but in fact the money had been spent by Liu Tiezhu.
Immediately afterward, Ji Wanqin targeted the village accountant Yang Zhonghui. Yang Zhonghui is both the village accountant and Liu Tiezhu's father-in-law. The case-handling personnel used the investigation strategy to attack the heart in many ways, persuading them to take the initiative to confess the facts of the crime and reduce the guilt of their daughter and son-in-law. Yang Zhonghui considered for a long time and truthfully confessed the fact that the village did not build a road; at the same time, it also provided an important information, whether Yang Zhong would make a form, the soybean planting area table was made by his son-in-law Liu Tiezhu and his daughter Yang Yanwei, the official seal of the village was usually placed in Liu Tiezhu's home, and once there was something in the village, he would look for Yang Yanwei to use. Ji Wanqin judged from the above situation that Yang Yanwei may have played a helping role in her husband Liu Tiezhu's withdrawal of subsidies.
Based on the above facts, the case-handling personnel successfully took down Yang Yanwei. Yang Yanwei admitted to helping her husband Liu Tiezhu make a soybean planting area form, forged villagers' signatures, and took charge of the impostor's bank cards and passbooks. Most of this money is withdrawn from the bank for household expenses. As the encirclement narrowed, Liu Tiezhu faced with ironclad evidence and, after weighing the stakes, also admitted the facts of the crime.
In the judgment, the court found that between 2014 and 2015, Sunke County began to carry out the pilot work of soybean target price reform, each village was responsible for statistically reporting the area planted by villagers to plant soybeans and publicizing it, and each township was responsible for verifying and summarizing and reporting it to the county statistics bureau. Liu Tiezhu and Yang Zhonghui took advantage of their positions responsible for assisting the township government to statistically report the soybean target price subsidy in Xinhe Village, Xinxing Township, Sunke County, and Liu Tiezhu, together with Yang Zhonghui and Yang Yanwei, falsely reported the soybean planting area of 3,019 mu in the name of Liu Ying, Liu Kaihua and 8 others, and took more than 370,000 yuan of the national soybean target price subsidy. Except for Liu Tiezhu, who took out 6,500 yuan from the subsidy money he took out to pay for the subsidy for Wang Mouwu, a villager in Xinhe Village, who understated the target price of soybeans in 2015, the remaining subsidy money was all used for personal household expenditure.
In addition, Liu Tiezhu explained that in the summer of 2015, Liu Tiezhu and Yang Zhonghui used the convenience of their positions responsible for statistically reporting the target price subsidy for soybeans in Xinhe Village to help Wang Meng falsely report the soybean planting area of 197 mu, and Wang Meng, together with Liu Tiezhu and Yang Zhonghui, took more than 25,000 yuan of the national soybean target price subsidy, which was appropriated by Wang Meng.

After breaking through Liu Tiezhu, the case-handling personnel guided him to make meritorious reports and obtained a lenient or mitigated treatment by law. Liu Tiezhu reported to the procuratorial organ the criminal facts of village secretary Wang Meng's embezzlement of state disaster relief funds.
Originally, in 2013, a flood disaster occurred in Sunke County, and in order to help the victims recover and rebuild, the local government issued disaster relief funds to the farm houses that had lived for more than one year according to the degree of damage, and subsidized 29,000 yuan per household for the houses collapsed due to the flood disaster. In October of that year, Wang Meng, as the village party secretary, in the process of assisting the township government in statistically reporting the damage to the houses in the village due to the flood, took advantage of his position to declare his old house that had not lived for many years and had not suffered from the flood to the township government according to the house that was inhabited and collapsed due to the flood, and defrauded the state of building a color steel house with disaster relief funds, worth 29,000 yuan. After interrogation, Wang Meng also truthfully confessed the criminal facts of embezzling soybean subsidies and disaster relief houses.
In late June this year, the Sunke County Court sentenced Liu Tiezhu, Wang Meng, Yang Zhonghui, and Yang Yanwei to fixed-term imprisonment for embezzlement, with suspended sentences. Liu Tiezhu was sentenced to three years in prison, suspended for three years, and fined 250,000 yuan; Yang Zhonghui was sentenced to two years in prison, suspended for two years, and fined 200,000 yuan; Yang Yanwei was sentenced to one year in prison, suspended for one year, and fined 200,000 yuan. Wang Meng was sentenced to six months in prison, suspended for one year, and fined 100,000 yuan.
After investigating and handling a series of corruption cases by Liu Tiezhu and others, the Sunke County Procuratorate did not stop there. After carefully analyzing the facts of the case, Li Zhanzhang, deputy procurator general in charge, and two of his subordinates, believed that the four people's embezzlement of soybean subsidies was so easy that it had a lot to do with the lack of supervision by the staff of the relevant administrative departments. Later, with the support of the Heihe City Procuratorate, the procuratorate seized in one fell swoop the facts of li Xuqiang, deputy director of the subdistrict office of Qike Town in the county (former deputy township chief of Xinxing Orunchun Township) and Zhou Changfa, director of the agricultural technology extension station of Xinxing Orunchun Nationality Township, who had neglected their duties and caused major economic losses to state property.
